AN ORDER GRANTING APPROVAL FOR A
MINOR SITE PLAN TO BE KNOWN AS
TAYLOR CAR WASH
WHEREAS, the St. Lucie C3unty Community Development Director has reviewed the application for
site plan approval submitted by Friscia Engineering, reviewed the comments of the St. Lucie County
Development Review Committee on this application, and made the following determinations:
Taylor Car Wash is a proposed 2,644 square foot car wash facility located at
7091 South U. S. Highway No. 1 in the CG (Commercial, General) Zoning
District in the Port St. Lucie Shopping Center.
The Development Review Committee has reviewed the site plan for the
proposed project and found it to meet technical requirements of the Land
Development Code and to be consistent with the St. Lucie County
Comprehensive Plan.
The project is consistent with the general purpose, goals, objectives, and
standards o-' the St. Lucie County Comprehensive Plan and the St. Lucie
County Land Development Code.
The project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or
other matters affecting the public health, safety, and general welfare.
All reasonal: le steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site
design, landscaping, and screening.
The project ~vill be constructed, arranged, and operated so as notto interfere
with the dev9lopment and use of neighboring property, in accordance with
applicable d strict regulations.
7. The project's to be served by adequate public facilities and services.
The applicant has applied for and received an updated certificate of capacity,
a copy of w~ich is attached to this order as Exhibit A, as required under
Chapter V, St. Lucie County Land Development Code.

NOW, THEREFOR -', BE IT ORDERED:
Pursuant to Sectior 11.02.03 (D) of the St. Lucie County Land Development Code, the
proposed minor site plan to be known as Taylor Car Wash, is hereby approved as shown
on the site plan drawings for the project prepared by Friscia Engineering, January 28, 2003,
2003, and received by the St. Lucie County Community Development Director on January
29, 2003, on the property described as follows:
FROM THE SOUTHEAST CORNER OF THE NORTHEAST ¼ OF THE NORTHWEST ¼ OF
SECTION 22, TOWNSHIP 36 SOUTH, RANGE 40 EAST, RUN NORTH 00°07' EAST ALONG THE
EAST LINE OF SAID NORTHWEST ¼ 800 FEET; THENCE, RUN NORTH 89°49, WEST 39.64
FEET TO THE WEST RIGHT-OF-WAY LINE OF U.S. HIGHWAY NO. 1 AND THE POINT OF
BEGINNING OF TRADT HEREIN DESCRIBED; THENCE, CONTINUE NORTH 89°49' WEST 150
FEET; THENCE, RUN SOUTH 00°07' WEST 150 FEET; THENCE, RUN SOUTH 89°49' EAST
164.26 FEET TO THE WEST RIGHT-OF-WAY LINE OF U.S. HIGHWAY NO. 1; THENCE, RUN
NORTHERLY ALONG SAID RIGHT-OF-WAY LINE 1,250.69 FEET (SAID RIGHT-OF-WAY BEING
ON A CURVE AND I-lAVING A RADIUS OF 1,952.08 FEET, A CENTRAL ANGLE OF 04°25'22",
AND A LONG CHORD BEARING OF NORTH 05°21'04" WEST) TO THE POINT OF BEGINNING..

The approval periods described in Administrative Order CD-03-003 shall remain in full force
and effect. The apl:rovals granted by this administrative order shall expire on February 4,
2005, unless an extension is granted in accordance with the provisions of Section 11.02.06
of the St. Lucie County Land Development Code.
The Final Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioners, Jack Taylor, including any successors in interest, shall
obtain all necessary development permits and construction authorizations from the
appropriate State ar d Federal regulatory authorities including, but not limited to; the United
States Army Corps of Engineers, the Florida Department of Environmental Protection, and
the South Florida VVater Management District, prior to the issuance of any local building
permits of authoriza ions to commence development activities on the properly described in
Part A.
A copy of this Order shall be attached to the site plan drawings described in Part A, which
plan shall be placed on file with the St. Lucie County Community Development Director and
mailed, return receipt requested to the developer and agent of record as identified on the
site plan applications.

The certificate of capacity, attached as Exhibit A, shall be valid for the same period as this
order. If this order expires or otherwise terminates, the certificate of capacity shall
automatically termir ate.
This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 4th day of February 2003.
