AN ORD =R GRANTING MINOR SITE PLAN
APPROVAL FOR THE PROJECT TO BE
KNOWN AS 11-MILE CREEK RANCH
SUBDIVISION
WHEREAS, the S1. Lucie County Community Development Director has reviewed the
application for site plan approval submitted by James A. Kirby, reviewed the comments of
the S1. Lucie County Deve opment Review Committee on this application, and made the
following determinations:
1. A 4-lot residential subdivision has been proposed for the project to be known as 11-
Mile Creek Ranch Subdivision on the east side of McCarty Road, approximately Y2
mile south of the entrance to the Twin Creek Subdivision.
2. The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet technical requirements of the Land Development Code
and to be consistent with the S1. Lucie County Comprehensive Plan.
3. The proposed proje~t is consistent with the general purpose, goals, objectives, and
standards of the St Lucie County Comprehensive Plan and the S1. Lucie County
Land Development Code.
4. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping, and screening.
6. The proposed project will be constructed, arranged, and operated so as not to
interfere with the development and use of neighboring property, in accordance with
applicable district regulations.
7. The proposed proje:! is to be served by onsite wells and septic systems.
8. The applicant has a Jplied for and received a certificate of capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, S1. Lucie County
Land Development :::ode.

NOW, THEREFORE, BE 1- ORDERED:
A. Pursuant to Section 11.02.03(A)(5) of the St. Lucie County Land Development Code,
the Final Site Plan for the project to be known as 11-Mile Creek Ranch SID be, and
the same is hereby. approved as shown on the site plan drawings for the project
prepared by James A. Kirby, on October 16, 2002 and received by the St. Lucie
County Community Development Director on November 22, 2002, and the
preliminary plat for tle project prepared on October 16, 2002 and submitted to the
St. Lucie County Community Development Director on November 22, 2002, is being
granted for the property described as follows:
Commence at the SOL thwest corner of Section 33, Township 35 South, Range 39 East, St.
Lucie County, Florida; thence run N 00'49'40"E, along the West line of said Section 33, a
distance of 300.03 feet; thence run due East, parallel with the South line of said Section 33,
a distance of 33.00 feet, to the Point of Beginning; thence run due East 495.34 feet; thence
run N40'26'43"E, a d stance of 1279.49 feet; thence run due North, a distance of 109.53
feet; thence run due West, a distance of 1309.72 feet; thence run SOO'49'40"W, a distance
of 1083.37 feet, to the Point of Beginning; all lying and being in Section 33, Township 35
South, Range 39 East, St. Lucie County, Florida; Less and Excepting therefrom existing
rights-of-ways; conta ning 23.49 acres, more or less.

B. The approvals and authorizations granted by this CD-Order are for the purpose of
obtaining Final Plat approval and shall expire on December 12, 2004, unless the
developer has obtained final plat approval for the required improvements associated
with this development, or an extension has been granted in accordance with Section
11.02.06, St. Lucie County Land Development Code. Final plats for this subdivision
must be recorded in the land records of St. Lucie County no later than 12 months
following approval 0' the final plat drawings for this subdivision.
C. The Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, Rickey L. Farrell, including any successors in
interest, shall obtE-in all necessary development permits and construction
authorizations from the appropriate State and Federal regulatory authorities
including, but not limited to; the United States Army Corps of Engineers, the Florida
Department of Environmental Protection, and the South Florida Water Management
District, prior to the issuance of any local building permits of authorizations to
commence development activities on the property described in Part A.

D. A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Community Development
Director and mailed return receipt requested to the developer and agent of record as
identified on the site plan applications.
E. The certificate of caJacity, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or othelWise terminates, the certificate of capacity
shall automatically terminate.
F. This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 12th Day of December 2002.
