A RESOLUTION GRANTING THE RE-ACTIVATION OF THE
PREVIOUSLY APPROVED PLANNED NON-RESIDENTIAL
DEVELOPMENT - WHITE CITY MEDICAL OF CERTAIN
PROPERTY IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including, but not limited to the staff report, has made the following
determinations:
1. Michael Jacquin. presented a petition to re-activiate the previously approved Planned
Non-Residential Development - White City Medical for the property depicted on the
attached maps as Exhibit "A" and described below.
2. On February 18, 2003, this Board held a public hearing on the petition, after publishing
notice at least 10 days prior to the hearing and notifying by mail all owners of property
within 500 feet of the subject property.
3. On September 20, 1994, this Board held a public hearing on a petition, after publishing a
notice of such hearing and notifying by mail all owners of property within 500 feet of the
subject property and granted Final Planned Non-Residential Development approval and
rezoning to Phases II and III of the development. That approval expired on September
20, 1996.
4. On March 23, 1993, this Board held a public hearing on the petition, after publishing a
notice of such hearing and notifying by mail all owners of property within 500 feet of the
subject property and granted Final Planned Non-Residential Development approval and
rezoning to Phase I of the development and Preliminary Planned Non-Residential
Development to Phases I, II, and III of the development.
5. On February 25, 1993, the St. Lucie County Planning and Zoning Commission held a
public hearing, of which due notice was published and mailed to all property owners
within 500 feet at least 15 days prior to the hearing, and recommended that the Board of
County Commissioners grant a requested change in zoning from the AR-1 (Agricultural,
Residential - 1 du/ac) Zoning District to the PNRD (Planned Non-Residential
Development - White City Medical) Zoning District.

SITE PLAN
The petitioner is proposing 9,000 square feet of medical offices, in two one-story buildings,
to be located on the east side of South 25th Street, approximately one-half mile north of
Midway Road.
The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet minimum technical requirements.
On February 18, 2003, this Board held a public hearing on the petition, after publishing a
notice of such hearing and notifying by mail all owners of property within 500 feet of the
subject property, and granted Preliminary Development Site Plan approval for the property
described below.
9. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the S1. Lucie County Land Development Code, the S1. Lucie County
Comprehensive Plan, and the Code of Ordinances of S1. Lucie County.
10. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
11. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.

12. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
13. The proposed project will be served by adequate public facilities and services.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of S1. Lucie
County, Florida:
SITE PLAN
A. Pursuant to Section 11.02.05 of the S1. Lucie County Land Development Code, the Final
Site Plan for the project to be known as White City Medical- A Planned Non-Residential
Development, as shown on the site plan drawings for the project prepared by Culpepper
& Terpening, Inc., dated November 11,2002, and date stamped received by the S1. Lucie
County Community Development Director on November 13, 2002, for the property
depicted on the attached maps as Exhibit "A" and described as follows:

This Final Planned Non-Residential Development Site Plan approval shall expire on
February 18, 2005, unless building permits are issued or an extension is granted in

A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the
Community Development Director on February 18, 2003.
A copy of this resolution shall be attached to the site plan drawings described in Section A,
which plan shall be placed on file with the St. Lucie County Community Development
Director.

Residential Development - White City Medical) to the PNRD (Planned Non-Residential
Development - White City Medical) Zoning District.
F. The St. Lucie County Community Development Director is hereby authorized and directed
to cause the change to be made on the Official Zoning Map of St. Lucie County, Florida,
and to make notation of reference to the date of adoption of this resolution.
