A RESOLUTION AMENDING RESOLUTION 03-014
WHICH GRANTED APPROVAL TO A MINOR
ADJUSTMENT TO THE PRELIMINARY PUD FOR
RESERVE PUD III RESULTING IN THE
AGGREGATION OF PARCEL 33, PHASE 2,
PARCEL 34, PARCEL 35 AND PARCEL 36 INTO
PARCEL 34 A-E; AND WHICH GRANTED A
CHANGE IN ZONING FOR CERTAIN PROPERTY IN
ST. LUCIE COUNTY, FLORIDA AND WHICH
GRANTED FINAL DEVELOPMENT PLAN
APPROVAL FOR A PROJECT KNOWN AS
PARCEL 34 @ THE RESERVE (A/K/A THE LAKES
@ PGA VILLAGE)
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
On April 1, 2003, this Board approved Resolution 03-015 which granted approval to a
Minor Adjustment to the Preliminary PUD for Reserve PUD III resulting in the
aggregation of Parcel 33, Phase 2; Parcel 34; Parcel 35 and Parcel 36 into Parcel 34
A-E; and which granted a change in zoning for certain property in St. Lucie County,
Florida and which granted Final Development Plan approval for a project known as
Parcel 34 @ the Reserve (a/k/a The Lakes @ PGA village)
Resolution 03-014 included a number of specific development conditions applicable to
the development of Parcel 34 @ the Reserve (a/k/a The Lakes @ PGA Village)
The developers of Parcel 34 @ the Reserve (a/k/a The Lakes @ PGA Village) have
requested that they be allowed, for a limited period of time, to have access from Parcel
34 into the areas of the PGA Villages DRI.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
A. Part F of Resolution 03-014 is hereby amended to read as follows:
All development activity in this parcel are subject to the applicable requirements of the final
development order for the Reserve, Development of Regional Impact, last revised through
Resolution No. 98-100, and as may be amended in the future.
Prior to issuance of a land clearing permit, the developer shall delineate all areas to be preserved
and shall institute applicable safeguards to ensure the health and viability of the protected trees.
These safeguards shall be in accordance with the requirements set forth in the land clearing
permit.

Prior to the removal of any vegetation from the construction area for the development, the
applicant's representative and county staff shall identify any gopher tortoises located in the
proposed construction area and relocate to an appropriate upland buffer preserve.
From April 20, 2004 throu.qh April 20 2006, Reserve Homes Ltd., and any successor or assiqns,
shall have the ri.qht to construct a temporary access connection throuqh the bottom of Pamel 34
(Champions Way) into the area of the PGA Villaqes DRI located in the City of Port St. Lucie.
This riqht to use this access shall terminate on April 20. 2006.
The conditions set forth in Part A are an integral nonseverable part of the site plan
approval granted by this Resolution. If any condition set forth in Part A is determined
to be invalid or unenforceable for any reason and the developer declines to comply
voluntarily with that condition, the site plan approval granted by this resolution shall
become null and void.
A copy of this Resolution shall be attached to the site plan drawings described in
Resolution 03-014, which plan shall be placed on file with the St. Lucie County
Community Development Director.
