AN ORDER GRANTING MINOR SITE PLAN
APPROVAL FOR THE PROJECT TO BE
KNOWN AS RAPTOR II SUBDIVISION
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application
for site plan approval submitted by Edwin Merritt, reviewed the comments of the St. Lucie
County Development Review Committee on this application, and made the following
determinations:
A 4-lot residential subdivision has been proposed for the project to be known as
Raptor II Subdivision on the west side of Header Canal Road, approximately 1125
feet south of the intersection of Orange Avenue Extension and Header Canal Road
and north of Canal No. 64.
The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet technical requirements of the Land Development Code
and to be consistent with the St. Lucie County Comprehensive Plan.
The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Comprehensive Plan and the St. Lucie County
Land Development Code.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping, and screening.
The proposed project will be constructed, arranged, and operated so as not to
interfere with the development and use of neighboring property, in accordance with
applicable district regulations.
7. The proposed project is to be served by onsite wells and septic systems.
The applicant has applied for and received a certificate of capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, St. Lucie County
Land Development Code.

NOW, THEREFORE, BE IT ORDERED:
Pursuant to Section 11.02.03(A)(5) of the St. Lucie County Land Development Code,
the Final Site Plan for the project to be known as Raptor II be, and the same is
hereby, approved as shown on the site plan drawings for the project prepared by
Allen E. Beck, on August 15, 2003 and last revised on March 15, 2004 and date
stamped received by the St. Lucie County Growth Management Director on April 8,
2004 is being granted for the property described as follows:
THE SOUTHEAST % OF THE SOUTHEAST ~/~ OF SECTION 11, TOWNSHIP 35 SOUTH,
RANGE 39 EAST; LESS AND EXCLUDING PUBLIC ROAD RIGHT-OF-WAY AND CANAL
RGHT-0F-WAY (ORB 1655, PAGE 2443)
EXCLUDED BEING:
THE SOUTH 54.50 FEET THEREOF FOR NORTH ST. LUCIE RIVER WATER MANAGEMENT
DISTRICT CANAL NO. 64 AND THE EAST 90.60 FEET THEREOF FOR STATE ROAD NO. 609
(HEADER CANAL ROAD) RIGHT-OF-WAY AND NORTH ST. LUCIE RIVER WATER
MANAGEMENT DISTRICT CANAL NO. 59; LYING AND BEING IN ST. LUClE COUNTY,

The approvals and authorizations granted by this CD-Order are for the purpose of
obtaining Final Plat approval and shall expire on May 6, 2006, unless the developer
has obtained final plat approval for the required improvements associated with this
development, or an extension has been granted in accordance with Section
11.02.06, St. Lucie County Land Development Code. Final plats for this subdivision
must be recorded in the land records of St. Lucie County no later than 12 months
following approval of the final plat drawings for this subdivision.
The Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, Edwin Merritt, including any successors in interest,
shall obtain all necessary development permits and construction authorizations from
the appropriate State and Federal regulatory authorities including, but not limited to;
the United States Army Corps of Engineers, the Florida Department of
Environmental Protection, and the South Florida Water Management District, prior to
the issuance of any local building permits of authorizations to commence
development activities on the property described in Part A.

A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Growth Management
Director and mailed, return receipt requested to the developer and agent of record as
identified on the site plan applications.
The certificate of capacity, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or otherwise tei'minates, the certificate of capacity
shall automatically terminate.
F. This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 6th day of May 2004.
