LUC]:E V]:LLA6E (HURRTCANE ,TEANNE) WHEREAS, the Mayor of the Town of St. Lucia Village has made the following determinations: 1. Pursuant to Section 870.047, Florida Statutes, the Mayor has the power to declare a state of local emergency within the Town of St. Lucia Village to provide for the health and safety of persons and property and to exercise the emergency powers conferred in Sections 870.04! - 870.047, Florida Statutes. ?. The impact of Hurricane ,Teanne has placed the Town of St. Lucia Village in a state of emergency, exposing the citizens thereof to the threat of imminent violence and to danger to life and property. 3. On September 24, 2004, at 7:00 a.m., the Mayor declared a state of local emergency in the Town of St. Lucia Village (copy attached). 4. In order to respond to such emergency, upon this declaration, the Mayor is authorized to initiate and take such actions authorized by Sections 870.04! - 870.047, Florida Statutes. §. AS a result of the effects of Hurricane ~Teanne, there is a clear and present danger of civil disorder in the Town of ,St. Lucia Village and widespread disobedience of the law and it is necessary to order certai'n emergency measures as hereinafter defined in order to suppress the threat to public peace which now exists and to prevent substantial injury to persons or property. NOW, THEREFORE, I am issuing the following order: 1. Effective September 28, 2004, at 7:00 a.m., the following emergency measures are effective in the Town of St. Lucia Village: (A) The sale or distribution of any alcoholic beverage, with or without the payment or o consideration therefor is prohibited between the hours of !2:00 o,~. end 6:00 a.m. 2. This Order shall remain in ~ffect for sev~nty-two (72) hours unless terminated, modified or ex~ended. This Order shall automatically terminate upon o declaration terminating the state of local emergency or upon further directive of the Mayor or the Board of Aldermen. This Order may be modified at any time by subsequent Orders of the Mayor or the Board of Aldermen. This Order may be extended in not more than seventy-two (72) hour increments by subsequent directives issued by the Mayor with the concurrence of the Bo~rd of Aldermen by duly enacted ordinance or resolution in regular or special session. 3. This Order shall, as promptly as practicable, be filed in the office of the Village Clerk and delivered to the appropriate news media for publication and radio and television broadcast thereof. of p .m.
