WHEREAS, the St. Lucie County Sheriff has made the following determinations:
1. Pursuant to Section 870.042, Florida Statutes, the St. Lucie County Sheriff
has the power to declare a state of emergency within the unincorporated area of St. Lucie
County to provide for the health and safety of persons and property and to exercise the
emergency powers conferred in Sections 870.041 - 870.047, Florida Statutes.
2. The National Hurricane Center has identified Hurricane Frances ~s a
Category 4 hurricane and has issued a Hurricane Warning for the east coast of Florida,
including St. Lucie County.
3. The presence of Hurricane Frances has placed unincorporated St. Lucie
County in a state of emergency, exposing the citizens thereof to the threat of imminent
violence danger to life and property.
4. In order to respond to such emergency, upon this declaration, the Sheriff is
authorized to initiate and take such actions authorized by state law during the term of
such local state of emergency.
5. A state of emergency is declared in unincorporated St. Lucie County
effective immediately upon signing this i~--~ d~y of September 2004, atcJ:C:~ f~ .m.
6. Such Declaration shall remain in full force and effect for seventy-two (72)
hours unless extended in seventy-two (72) hour increments with the concurrence of the
Board of County Commissioners or sooner rescinded by the Board of County Commissioners
of St. Lucie County, the ~overnor or the Sheriff.
7. This Declaration shall, as promptly as practicable, be filed in the office of
the Clerk of the Circuit Court and delivered to the appropriate news media for publication
and radio and television broadcast thereof.
