LUCIE COUNTY, FLORIDA WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. The global spread of HIV infection and AIDS necessitates a worldwide effort to increase communication, education and action to stop the spread of HIV / AIDS. 2. The Joint United Nations Program on HIV / AIDS (UNAIDS) observes December 1 of each year as World AIDS Day, a day to expand and strengthen the worldwide effort to stop the spread of HIV / AIDS. 3. The American Association for World Health is encouraging a better understanding of the challenge of HIV / AIDS nationally as it recognizes that the number of people diagnosed with HIV and AIDS in the United States continues to increase, with over 859,000 AIDS cases and over 199,000 HIV cases reported as of September 30,2004. 4. It is estimated that one in forty-six blacks in Florida have HIV. 5. As of September of this year, Sf. Lucie County has had 1,585 cases of AIDS reported. 6. World AIDS Day provides an opportunity to focus on HIV infection and AIDS, caring for people with HIV infection and AIDS, and learning about HIV / AIDS. 7. The UNAIDS' designated 2004 World AIDS Day theme "Women, Girls, HIV and Aids" delivers a thematic focus on Women, Girls, HIV and AIDS. At the same time, it is moving to bolster the role of civil society by shifting the governance of the Campaign from UNAIDS to NGO's. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. This Board does hereby proclaim December 1,2004, as "AIDS DAY" in Sf. Lucie County, Florida. 2, This Board urges all citizens of Sf. Lucie County to take part in activities and observances designed to increase awareness and understanding of HIV / AIDS as a global challenge, to take part in HIV / AIDS prevention activities and programs; and to join the global effort to prevent the further spread of HIV / AIDS.
