Response time during Hurricane Jeanne substantially improved from Hurricane Frances. Food, water, and ice distribution began the day after hurricane force winds subsided. This was accomplished by pre-designating distribution sites, allocating county/city forklifts to the sites, and staffing these sites with county/city employees. I I I I I I I I I I I I I I I I I I I Hurricane Jeanne Status Report October 15, 2004 Page 2 Special needs citizens were transported to Palm Beach because the County Civic Center was damaged. Prior to Hurricane Jeanne buildings at the Fairground were provided with generators so that they could be used as housing after the event. In addition to housing law enforcement and military personnel, the fairground buildings were used as shelters until October 14, 2004. Providing temporary housing for citizens with destroyed/damaged homes continues to be a difficult process, primarily due to the time to obtain FEMA approval for placement of the mobile homes. To date 269 RV's/mobile homes have been distributed to County residents and approximately 1100 have been staged at the Airport. Debris removal countywide is approximately 40% complete, and conclusion of our debris removal efforts is expected in November. Debris that has been staged at the Airport and Fairground will be disposed of through land application of chipped vegetation material, air curtain incineration of debris, and removal to the Okeechobee landfill of construction debris. It is expected that staff will be in the process of administering FEMAllnsurance claims and completing repairs to damaged buildings and infrastructure for the next 18 months. Although public buildings and infrastructure repair will be a priority over new development, Growth Management will continue to accept and review plan submittals. Hurricane Jeanne had a significant impact on St. Lucie County because of its Category 3 wind speed. North and South Hutchinson Islands were the most significantly impacted areas in the County. The most severely impacted buildings were mobile homes. Although complete structure failures did occur, these buildings were predominately mobile homes and older buildings. Buildings that were constructed post Hurricane Andrew typically suffered cladding and attachment damage rather than structural failure. These damages are outlined below in order of their frequency of occurrence: 1) Roofing material failure (shingles, hot mop, tile, and metal). 2) Aluminum screen rooms and carports (particularly susceptible to failure were typical gas station "pavilion" structures). 3) Exterior accessories (fences, soffits, roof top cooling and mechanical units). 4) Window breakage (homeowners and business owners limited more extensive damage by boarding). The back-to-back Category 2/Category 3 Hurricane events we experienced clearly demonstrate the effectiveness of newer codes established after Hurricane Andrew. Structural failure was limited in newer buildings. It should be noted that St. Lucie County has held high "Level 3" rating from the Insurance Service Organization during the last 7 years for both residential and commercial buildings. I I I I I I I I I I I I I I I I I I I Hurricane Jeanne Status Reports October 15,2004 Page 3 Recommendations to reduce property damage in future hurricane events include: 1) Seek federal legislation to exclude placement of mobile homes from "V" (velocity) wind zones in hurricane prone areas. Generally these are areas east of US 1 in St. Lucie County. 2) Work with the Florida Building Commission to strengthen the cladding/attachment provisions of the Florida Building Code, particularly with respect to roofing. It is noteworthy that St. Lucie County suffered no hurricane event related casualties during Hurricane Frances of Jeanne. We believe that strong public relations messages in all medias were effective in relaying the life safety risks to County residents. The Engineering Division returned to work September 2ih immediately following Hurricane Jeanne's exit. Engineering staff spent the next several days undertaking a complete assessment of the storm damage to our infrastructure. Besides the obvious storm debris scattered throughout our right-of-way, two other items of concern were quickly identified: significant segments ofIndian River Drive from the previous storm were further damaged, and several new culvert failures had occurred. The potential for additional damage as of yet unidentified exists. We still are unable to assess potential damage or erosion beneath our bridge abutments and approach slabs as the water has not yet receded. We intend to utilize a consultant to perform this work when the areas become accessible. The total debris removal quantity is now estimated to be close to $20,000,000. This cost can be broken down further into three components: public rights-of-way, gated community rights-of-way, and private road rights-of-way. The total debris removal quantity is now estimated at 1,000,000 cubic yards. We understand that the Federal Emergency Management Agency may reimburse up to 75% of the cost of the debris removal from the public rights-of-way. They may also reimburse us for some of the costs for the debris removal from the non-public road rights-of-way but that is not certain at this time. The cost of emergency (temporary) repair of Indian River Drive is estimated to be in the vicinity of $5,000,000. This figure includes construction engineering and inspection of the work by a consultant. This work is underway and will be completed I I I I I I I I I I I I I I I I I I I within six months. Presently Ranger Construction Industries is working 12 hours per day, seven days per week on this project. We are currently working with FDOT and Federal Highway Officials on formulating a plan for permanent repairs to stabilize the shoreline of Indian River Drive. This will involve additional costs estimated at $30,000,000, above the initial $5,000,000 for roadway repair. Seven (7) new culvert failures were discovered resulting from Hurricane Jeanne, estimated at $1.5 million total. We are currently evaluating these individual sites to determine the extent of damages and to seek reimbursement assistance. We have met with various representatives of the Federal Emergency Management Agency. Federal Highway Administration, and the Florida Department of Transportation. As mentioned previously, FEMA may reimburse up to 75% of the debris removal from public rights-of-way. SCOTT HERRING, ROAD & BRIDGE MANAGER })wtf FROM: DATE: OCTOBER 7,2004 SUBJECT: HURRICANE JEANNE, 2004 PRE-STORM PREPARATION: On Thursday, September 23, the Road and Bridge Division implemented its Pre-storm plan. We began to move our equipment to the three predetermined sites in the County (Lakewood Park Library, Airport, White City Fire station). This would help us to clear the roads after the hurricane. Other equipment was relocated from the Compound to the Fairgrounds. We secured all of the barricades, cones, signs and drainage pipes. Personnel were assigned a take home vehicle to respond after the storm to one of the three predetermined sites and Fairgrounds. County Identification badges were issued to all employees. Supervisors discussed the availability of employees after the storm and when they should plan to return to work. Prior to the hurricane, Traffic instructed Signal Group to tighten all span wire intersections and remove all signal heads except one in each direction. By doing this, span wire intersections survived the storm in better conditions. On Thursday, September 23, Drainage installed a 3" pump at Regina and Hosbine St in the Collins Park subdivision to pump some of the water from previous storms. POST STORM RECOVERY: Sunday afternoon, September 26, Road & Bridge Supervisors met and began to implement our Post Hurricane plan. We established a recovery date of Sunday, Sept. 26, 11 am, to begin our clearing of road rights-of-way (crews were schedule 7 AM to 7 PM starting Monday). Office staff was called in to begin notification of our work force and to determine their availability. Some employees had damage to their homes and were not available until Tuesday. Supervisors were sent out to start assessment of damage Sunday morning. They checked the State and County roadways for debris to help estimate the clearing time. Another two man crew assessed all damaged to the St Lucie County maintained traffic signals (35 locations). 1 I I I I I I I I I I I I I I I I I I I The plan developed (for Hurricane Frances) between Public Works and EOC to prioritize road clearing was followed. Damaged traffic signal locations were noted and 4 way stop signs were prepared for various locations. On Sunday afternoon, Traffic Crews were sent out with generators to those locations that had traffic lights left to begin operation (15 on generators and one on it's own power). Other crews were sent out with 4 way stop signs for locations where no signals were left. Some locations had to have the signal cables cut down to clear the intersections. All signalized intersections were made safe. By Wednesday, September 29, all signalized intersections were operating on their own power or a generator. Next, 5 crews began repairing stop signs on all major roads and picking up signs lying on the ground. Once they have reinstalled all stop signs, they will begin replacement of other signs. Other crews delivered numerous amounts of barricades to different locations due to the flooding of roads. This had not occurred with Hurricane Frances to this extent. All of the loose signs were picked up. Part of the traffic employees began to fabricate new signs including special signs for emergency use by different entities. The control of the school flasher system was checked for operation. Each flasher location was checked for power and damage. After power was restored to each signal location, the generators were removed. Contract Signal Crews will continue to rebuild all intersections to their original pre-hurricane status. The rest of the Road Department crews combined to start clearing State Roads and County primary roads from each of the 5 pre-staged equipment locations on Sunday, September 26. This was completed by Monday evening. Work began on the remaining secondary roadways and they were cleared by Wednesday afternoon. Immediately after this, the Maintenance crews began a street-by-street process of clearing all trees overhanging road rights-of-way to provide proper clearance. The cleanup process is continuing. Drainage crews noted the flooding in the Lakewood Park area and began pumping with the two existing pumps. Drainage requested 2 additional pumps for Eastwood and Miramar. These were installed on Tuesday, September 28 and began to help reduce the water levels. On Monday, September 27, the 3" pump at Regina and Hosbine St was replaced with a 6" pump. It remained in place until Friday, October 1. By Tuesday, September 28, Drainage crews began assessment of drainage facilities in all areas to maintain flow in these facilities. Debris was removed from many culverts under driveways and roadside swales throughout the County. On Monday, October 4, crews returned to normal working hours, 7 AM to 3:30 PM. In addition to our work during the Post Recovery time, Road and Bridge personnel were called to help other departments. Numerous calls came in to help move equipment and items used by the Red Cross, Salvation Army, and groups providing food and water to the public. Saturday and Sunday, October 2-3, several equipment operators were called in to assist the Mosquito Department in repairs on Hutchinson Island. 2 I I I I I I I I I I I I I I I I I I I DAMAGED FACILITIES: Some Road & Bridge personnel stayed in the Road & Bridge buildings and were able to identify the damaged buildings. The Traffic building lost more of its roof. The Barn, which houses the Maintenance and Drainage Sections, had some roof damage also. Central Services has made assessments and will coordinate repairs. The following are the only damaged items: 1) Light pole in the back fenced area down 2) Water damage to the hut shelves and counter tops 3) Some shingles missing form the bathrooms 4) Water damage to the bathroom roofs Open Space Pool- There was already damage to this pool from the prior hurricane. The following are the new damaged items: 1) All but 1 tree are knocked over 2) Gate is pushed over even more now on the South side of the pool 3) The concrete wall that separated the storage area is gone 4) Covers for the equipment are damaged/destroyed Paradise Park Pool- There was already damage to this pool from the prior hurricane. The following are the new damaged items: 1) More of the roof is gone and scattered 2) A small hole in the pool deck 3) More damage to the sand filter 4) The VacPac is damaged more as well 5) The gate is missing barb-wire A lot of damage was done to these facilities from Hurricane Francis. There was a considerable amount of debris in the pool and surrounding area. As well as water in the back fenced in area and around the perimeter of the pool area. Grim, Code Compliance Manager SUBJECT: HURRICANE JEANNE REPORT DATE: October 6,2004 Thursday, September 232004 at 10:00 A.M. - Doug Anderson infonned staff that the County was under a hurricane warning and the offices needed to be prepared. County was to close at 5:00 P.M. The Code Compliance Division took immediate action by activating the division's disaster preparedness plan. Since we were still recovering from hurricane Frances, the County Building Department remained open the entire day so as to serve as many contractors and homeowners looking to secure pennits. Some staff remained after the building was closed to start bagging the computers, electronic equipments, printers, etc. Code Enforcement Officers and Building Inspectors posted construction sites to secure them. All current inspections were suspended. On Friday with all County offices closed, available staff was sent out to canvass the areas to infonn the contractors that they needed to secure the sites. Political signs were also removed from the County's right of ways. Over 2500 tarps were distributed from the Civic Center to homeowners. Sunday, September 5, 2004 the Building Official met Ed from SERT to tour areas of flooding. We toured South Hutchinson Island to evaluate the damage. AlA was covered with sand and was flooded. We made our way up US Hwy # 1 to Indrio Road and Lakewood Park and found Kings Highway underwater and two Mobile Home Parks completely flooded. I notified our first Response team and had them to start evaluating the County. The Inspectors and I met at the County Office Building to check to see if there were any damages to the division office. Assessment started with all the Mobile Home Parks. The same teams that assessed the areas for hurricane Frances were sent back to the same areas in order to have an accurate assessment of new or additional damage. Ten teams were sent out, which consist of Building Inspectors and Code Enforcement Officers. A door-to-door assessment to check for habitable and inhabitable structures was performed. Red placards were posted on buildings that received significant damage these structures were completely destroyed or had substantial damages to roof or wall sections that would be a danger to anyone who occupied the structure. Yellow placards were posted on homes that had shingles or roof covering missing however the structural integrity of the building remain in tact and did not constitute a direct hazard to the occupant. The Teams found many more inhabitable structures then from hurricane Frances. The initial assessment that came in was that the Mobile Homes Parks on North and South Hutchison Island were the hardest hit and had a much more devastation than occurred from Frances. Holiday Out, Nettles Island, and Venture Out all sustained substantially more damage to the aluminum structures. A number of CBS constructed homes in Nettles Island had their foundation washed out causing them to crack and sink. One hundred percent of the Mobile Homes attachments were seriously damaged or totally destroyed. Offices in the County Administration building were also assessed for damage. GIS and other Staff members restored and set up the computers. The Building Inspectors and Code Enforcement Officers finished the final assessment of the County, Wednesday, September 29, 2004. On Thursday, September 30, 2004 our initial assessment and the reports were given to Administrations. The public was informed to hire only licensed contractors and that all permit fees were waived for replacing roof, however a permit was required in order to check the contractor's status with the County. The County Building Official was given the responsibility to oversee Army Corp of Engineer's Blue Roof Program and the Temporary Housing Program. An office was set up in Room 101 in the Civic Center Building so that they could administer the program. There were some setbacks due to the threat of hurricanes Ivan and then Jeanne. Many homeowners who had their blue roof installed were blown offby hurricane Jeanne. The Corp of Engineers had their staff train our volunteers to interview people and have them sign a Right of Entry release form. To date 7790 people have signed REOs and 2363 temporary blue roofs have been installed throughout the county. The County distributed over 20,000 tarps from the Civic Center to homeowners so that they could cover the roofs until the blue roof could be installed. The Civic Center is now being used to store tarps, water and MRE. Tarps were distributed to Port St. Lucie and the City ofFt. Pierce through the Civic Center location. Thursday, September 30, 2004 - Regular operation is being resumed for permitting, plans examining and inspections. Request for emergency permits are given first priority along with the inspections. Relocated Banner printer, PC and Evision software for payroll check processing. 3. Emergency Operation Center staffing 24 X 7 by two technical staff for pre-event preparation, during the event and sent additional Analyst staff to restore IBM AS400 interrupted by storm. 4. Provided staff to distribute bottled water to dept.'s who had run short of water. 5. Provided staff and equipment on a 24 X 7 on a Priority One basis as requested for the EOC, Land Fill and to handle other recovery requests. 6. Provided support for the Clerk of Courts relocation to the Orange Blossom Business Center coordinated computer equipment, network and phone wiring installation. Coordinated server relocation to St Lucie West and some temporary work space for the Clerks staff and equipment in the Courthouse. Worked with Roger to prepare each facility. 7. Replaced WaveLan dish antenna(s) needed on roof of Virginia Avenue Annex building and coordinated the installation of a new antenna at County Compound torn off building(s) due to hurricane Jeanne. 8. Provided phone repairs as requested when phones were reconnected and coordinated phone line repairs with Bell South. Some phones were working but not ringing due to FPL power outages. 9. Set up an emergency phone bank in room 101. 10. Closed hurricane shutters on Annex building to save Central Services staff time. 11. Assisted with damage assessment of computers and wiring in county facilities. 12. Provided plastic wrap and instructions on how to protect servers during hurricane to various agencies. After the 9 am Staff briefing at the Administration Building, I discussed the situation with Cultural Affairs staff and spent the balance of the day securing the facilities. The Historical Museum had a number of doors weakened or damaged by Frances that had still not been repaired, as well as several leaks, so the building was secured as well as possible with temporary fixes and artifacts were relocated to more secure locations. Some staff members joined me on Friday, Sept. 24, to move additional artifacts to the offsite storage unit at ih and D. Because of the brief period between Frances and Jeanne, most of what had been removed to the offsite storage unit in the first event had not been brought back, so staff was able to concentrate on additional elements of the collection. The backup generator at the Marine Center was discovered to have a malfunction during it's normal exercise period on Wednesday, Sept. 22 and a maintenance tech from Newman's finally examined the unit on Friday, the 24th. A sensor, designed to detect if the unit was overheating and automatically shut it down, was causing the unit to quit after running for a minute or two. It was determined that the unit was NOT overheating, but the sensor was malfunctioning. The tech tried to bypass the sensor but could not. The manufacturer was contacted about a workaround but the company refused to tell him how to do it, citing "proprietary technology" issues and offered to send a replacement part the following week, unfortunately after the hurricane event. Consequently, we were forced to operate the Smithsonian exhibit on battery power from when the power went out on Friday night until electricity was restored on the following Wednesday. A number of snafus were experienced by Director Ward in looking for additional generators, electricians and power cables but the exhibit survived the experience with the loss of but one fish and no apparent loss to the living coral. Regarding additional losses attributable to Hurricane Jeanne: I I I I I I I I I I I I I I I I I I I 1. Marine Center: Major leaks were incurred in the building, with water penetrating into the exhibit area in copious amounts. Apparently, the flashing around the second floor level of the building is allowing blowing rainwater to penetrate the Center easily. Fortunately, the concrete floor was not subject to damage, but water was mopped out by the bucketfuls. One outside streetlight head was destroyed. Estimate $15-20k to repair. 2. Historical Museum: The primary concern is the northern end of the main building's roof deck. A number of additional penetrations in the fascia board were noted on the north face of the building, with rainwater entering the building and running down the walls, blowing down interior insulation and damaging ceiling tiles. Frances initially weakened the roof deck and Jeanne took advantage of it. Another hurricane event on the heels of these, with strong northerly winds, will probably cause the deck to fail. Several additional exterior light fixtures on the main building were lost. The covered sugarcane demonstration pavilion blew down as well as a section of the picket fence in front of the Gardner House and some of the house's window screens were destroyed. The wall of the outside closet on the back porch of the house was blown loose and moved and rainwater was blown in under the eaves and into the kitchen of the house, causing discoloration and cracked caulking from a new paint job that had just been finished on Sept. 22. The outhouse was torn from its foundation and blew over, with the loss of shingles from it's roof. The exterior boating exhibit, damaged in Frances, suffered additional damage while blowing about in Jeanne. Some antique wooden carts were broken near the barn. Signage at the facility needs straightening and replacement. The driver's door on the museum van was struck by flying debris, resulting in a small dent and the decals were cut and scratched. Of primary concern, the privately owned last residence of Zora Neale Hurston, listed on the National Register of Historic Places, lost over 50% of it's roof. In a time of financial burden, it is vital that short term concerns not be allowed to dictate demolition and loss of irreplaceable structures such as these, especially on the eve of the centennial of the County. The hurricanes also forced the postponement of the Zora Neale Hurston Festival, scheduled for Oct. 1, as well as the SEAL Association Muster, planned for November. The library system stayed open until 5:00pm to assist the public in whatever means possible - as Library Director I stayed until 6:00pm as I was waiting for a delivery of money from the south county branches. I later went out to the EOC to help answer the rumor control phones from 7:30-10:30pm. The Bookmobile was left at the Lakewood Park Branch Library for this storm but they did remove all 4,000 books from the vehicle to reduce the chances of losing any more of their collection. On Friday morning I brought Fran Frazer to the Ft. Pierce Branch Library to pick up the county van - we found that the south west doors of the building had not been sand-bagged - we thought Central Services was waiting to make certain that Gary Beidler had been by to shut off the elevator circuit. I returned again on Saturday morning and found the south west doors still not sand-bagged, at that time my husband and I placed the sand-bagged at the doors and rearranged the bags at the north east door and double-checked the ones placed at the front and meeting room doors. Gary Beidler also reported that he had to put the shutters on at Port St. Lucie Branch as this was not done as of noon on Friday, Sept. 24th. On Sunday, September 26th I began to receive calls from friends/family from out of state who were watching CNN and said how bad downtown Fort Pierce looked. By 3:00pm my husband and I drove downtown to check on the condition of the Ft. Pierce Branch Library - the sandbags which had been in fi'ont of the meeting room door had blown away - much debris was accumulated in the front of the door. Upon entering the library you could immediately see and smell the salt water - the meeting room was covered in water and dirt as was the foyer of the library. Ceiling tiles had fallen on the north side of the building, fortunately we had covered each book stack with plastic. The water had come up to the circulation desk and went north towards the elevator. The second floor showed wet carpet on the north and south side of the building as well as along the east window walls. The west end of the building water came through the service entrance and the stairwell entrance with water reaching the hallway between the bathrooms. There was a film crew from the SERT (State Emergency I I I I I I I I I I I I I I I I I I I Response Team) downtown when I arrived and I did allow them to follow me through the building - so they have a video tape of the conditions of the building. I contacted all Priority One employees on Sunday afternoon and asked that they report to the County Fairgrounds by 8am on Monday, September 2ih (this was the information I was given when I called the EOC and spoke with the County's PIO). Once we arrived at the Fairgrounds and found that there would be no meeting I asked staff to pair up and check each of the Branch locations and I reported to the EOC. Staff called in the conditions they found, if everything was okay they were told to go home, the only location staff stayed to clean up was at the Ft. Pierce Branch Library. Condition of buildings: Port St. Lucie Branch - no damage noted. Building was reopened to the public on Wednesday, September 29th. Lakewood Park Branch Library - broken parking lot light; debris in the form of campaign signs were found around the building and additional vegetation debris. At first glance nothing seemed wrong with the building, after a few hours staff began to find some areas of damp rugs. Gary Beilder, Maintenance Technician checked the roof and did find some debris blocking the drains; Central Services staff also checked the roof and found that it was damaged during the~ and will have to replaced. They have sealed the roof and we have been able to operate out of the building since Wednesday, September 29th. Bookmobile - air conditioning hatch was blown off again - all books were removed prior to the storm so no collection damage was noted. Ubr{~nJ {ýa.'Y1-S-pl"n) Morningside Branch Library - no reported damage - library was able to be reopened late Thursday, September 30th (had power on September 29th but no air conditioning until September 30th) Fort Pierce Branch - carpet replaced from Hurricane Frances has been removed due to water and dirt. Drywall has been removed and replaced on the north and east side of the 2nd floor, meeting room, entrance to building and some areas on the south side of the building on the 1 st floor. Crews worked Thursday, Sept. 30th and Friday, Oct. 1 st to remove the drywall and worked again Saturday, Oct. 2nd and Sunday, Oct. 3rd replacing the drywall. I I I I I I I 1 I I I I 1 I I I I I I After additional rains during the week we found water again under the wmdows on the east side of the building. FEMA and Central Services looked at the architectural drawings, tore out parts of the newly installed drywall and went back up on the roof to see if they could determine where the leak is originating. EEG crew had begun to put primer on the walls on the 1 st floor by Wednesday, Oct. 6th but held off on the 2nd floor. Central Services has determined that all the carpet will have to be removed on the first floor and in the offices on the 2nd floor - no time frame has been given for this installation. 3M had to be called out again to have the detection system removed - staff did wet/dry vacuum the outlets - charge of $800. Hurston Branch - Additional roof damage caused by the louvers fortunately no carpet was replaced - water did come further into the building -- the circulation desk had to be removed due to mold - the cash register was damaged (water came out of the drawers when they opened it). Central Services has been working with EEG to have the drywall and insulation removed - mildew was found on the drywall in the ceiling. To get to the drywall they have to remove the ceiling tiles, light fixtures, insulation, electrical wiring and then the drywall - very labor intensive. Right now we are looking at 3 months for repairs with an estimated cost of $150,000. Central Services is looking at how to best correct the roof problem and determine if a sprinkler system or fire alarm system should be installed. The building is slated for expansion within the next 2-3 years so if electrical changes can be made now to help with the process all the better. Several staff members have been and are currently involved in the distribution of tarps and hurricane information from the Civic Center and Room 101. The Housing Manager and other staff continue to coordinate with the Army Corps of Engineers Blue Roof program and the temporary housing initiative for home owners and the renting public. Library staff continues to assist St. Lucie County Community Services and the Salvation Army in providing assistance to impacted residents. Patti Raffensberger and staff from the Civic Center, Dennis Grim, Code Enforcement and the Building Department staff has also been instrumental in the distribution of tarps and are greatly appreciated. Ed Blaine from GIS has been instrumental in all aspects of the recovery program from assisting the Army Corps of Engineers and Community Services with computer networking to many essential tasks associated with tarps. Between both offices, thousands of phone calls have been received requesting rental, food or utilities assistance. Since there is a great need in the County to help the residents get back on their feet, grants are still being sought to assist with this huge financial need. The Director has been instrumental in the coordination of relief efforts, coordination at the Red Cross Shelters and the multitude of tasks associated with Hurricane(s) recovery. Community Services is very grateful for all of the overwhelming assistance and support we have received from non-profit agencies and county departments. Paul Hiott and many Veterans Services staff and interns have been instrumental in ensuring the clients at the special needs shelter and Red Cross Shelter are transported to their homes, appointments with FEMA or One Stop Career Centers, etc. In addition, Parks and Recreation has volunteered their staff and two vans to transport the homeless people at the Fairground Red Cross Shelter to medical appointments and other essential places. Community Transit will continue to provide a 1 :00 bus trip from the Fairground shelter to Wal-Mart and local pharmacies. This number represents the estimated cost of repairing the Master Gardener shadehouse that was damaged by two pine trees now resting (if you want to call it that) on the rafters of that structure. It also includes the cost of repairing the flashing and minor roof damage that occurred at the Hurricane House, as well as the estimated cost to replace several small animal structures that were destroyed at the ZEP farm further down Picos Road. Phillips, Airport Director October 7, 2004 Hurricane Jeanne Damage Estimates From: Date: Subject: With a current full-time staff of five, the Airport relies heavily on the cooperation of Airport tenants to prepare all leasehold areas to ensure safe conditions and adequate hurricane preparedness at S1. Lucie County International Airport. Thursday, September 23, 2004 - The pre-hurricane preparation included action items designed to increase the Airport's state of readiness, with an emphasis on safety. Friday, September 24, 2004 - The Airport was officially Notice to Airman (NOT AM) uncontrolled at 9pm. This meant that the Air Traffic Control Tower (A TCT), United States Customs and Border Patrol, and Airport Administration was closed until the storm had safely passed. Aircraft continued to evacuate without the aid of the Air Traffic Control Tower (A TCT). Saturday, September 25, 2004 - No Airport Activity Sunday, September 26, 2005 - Several members of the Airport staff reported to the Airport to began recovery operations and damage assessments. The following is a preliminary report of the estimated damage to S1. Lucie County International Airport. This report includes only Airport operated structures, and does not include damage estimates to privately owned building on Airport property.
