RESOLUTION NO. 05'180
A RESOLUTION REDUCING THE SPEED LIMIT ON
JUANITA AVENUE BEGINNING AT A POINT OF 4,224
FEET WEST OF THE INTERSECTION OF 25th STREET
TO A POINT OF 1,890 FEET WEST TO THE END OF
THE SCHOOL ZONE FOR THE KILPATRICK
CHRISTIAN ACADEMY OF EXCELLENCE, INC.;
WHICH SCHOOL ZONE SHALL HAVE A SPEED LIMIT
OF TWENTY (20) MILES PER HOUR ON SCHOOL
DAYS ONLY IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida,
has made the following determinations:
1. Section 316.008(1), Florida Statutes, authorizes the Board to designate speed
limits for streets and highways under its jurisdiction.
2. Section 1-20-1, of Chapter 1-20 of the St. Lucie County Code and Compiled
Laws authorizes the Board to adopt speed limits by resolution after undertaking an
investigation to determine that such regulation is reasonable and for the benefit of the
public health, safety, or general welfare of the citizens of St. Lucie County, Florida.
3. The Road and Bridge Division of the Public Works Department of St. Lucie
County conducted a study on Juanita Avenue and has recommended that a reduced
speed limit be designated on Juanita Avenue beginning at a point 4,224 feet west of
the intersection of 25th Street to a point of 1,890 feet west to the end of the school zone
for the Kilpatrick Christian Academy of Excellence, Inc.; which school zone shall have
a speed limit of twenty (20) miles per hour. This speed limit shall be in force only
during those times thirty (30) minutes before, during, and thirty (30) minutes after the
periods of time when pupils are arriving at a regularly scheduled breakfast program
or a regularly scheduled school session and leaving a regularly scheduled school
session on school days only. The Public Works Department and the Sheriffs
Department have concurred with the recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
1. A reduced speed limit is hereby designated on Juanita Avenue beginning at
a point of 4,224 feet west of the intersection of 25th Street to a point of 1,890 feet west
to the end ofthe school zone for the Kilpatrick Christian Academy of Excellence, Inc.;
which school zone shall have a speed limit oftwenty (20) miles per hour. This speed
limit shall be in force only during those times thirty (30) minutes before, during, and
thirty (30) minutes after the periods of time when pupils are arriving at a regularly
scheduled breakfast program or a regularly scheduled school session and leaving a
regularly scheduled school session on school days only.
2. The St. Lucie County Road and Bridge Manager is hereby directed to erect
speed limit signs on Juanita Avenue beginning at a point of 4,224 feet west of the
intersection of 25th Street to a point of 1,890 feet west to the end of the school zone for
the Kilpatrick Christian Academy of Excellence, Inc.; which school zone shall have a
speed limit of twenty (20) rniles per hour. This speed limit shall be in force only
during those times thirty (30) minutes before, during, and thirty (30) minutes after
the periods of time when pupils are arriving at a regularly scheduled breakfast
program or a regularly scheduled school session and leaving a regularly scheduled
school session on school days only.
3. The County Administrator or his designee is hereby directed to provide copies
of this resolution to the Sheriff of St. Lucie County and the St. Lucie County Road and
Bridge Manager.
