TIM GOTTWALD FOR HIS OUTSTANDING SERVICE AND NATIONAL RECOGNITION AS UNITED STATES DEPARTMENT OF AGRICULTURE (USDA), AGRICULTURAL RESEARCH SERVICE (ARS), "DISTINGUISHED SENIOR RESEARCH SCIENTIST OF THE YEAR" WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Dr. Tim Gottwald, Research Leader/Plant Pathologist, at the U. S. Horticultural Research Laboratory, Fort Pierce, Florida, has been selected by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), as the Distinguished Senior Research Scientist of the Year. 2. This national recognition is for "Outstanding scientific leadership and the application of epidemiology to control and/or eradicate serious exotic and domestic plant diseases. 3. Dr. Gottwald has also received ARS's National Technology Transfer Award and the "Excellence in Technology Transfer Award" by the 2004 Federal Laboratory Consortium for "the application of new technology" and "his efforts to move federal technology and research out of the laboratory and into the marketplace." 4. Dr. Gottwald is recognized as an international authority In plant pathology of tree crops with expertise in epidemiology. The Distinguished Senior Research Scientist of the Year Award recognizes his research that led to methods to eradicate Asiatic Citrus Canker, Plum Pox Virus (a disease affecting the stone fruit industry), and Citrus Tristeza (CIV). 5. In March, 2002, Florida Governor Jeb Bush signed a bill resulting in Dr. Gottwald's scientific research findings on canker spread being translated into law to support the joint State/Federal citrus canker eradication program. 6. Dr. Gottwald, through spatial and spatio-temporal analysis, which resulted in his award as "Fellow of the American Phytopathological Society" in 1999, has developed the sentinel tree survey method used by USDA, Animal and Plant Health Inspection Service (APHIS) throughout Florida to detect new outbreaks of citrus canker. His epidemiological findings and the Sentinel Tree Survey Method form the scientific and operational basis on which the citrus canker eradication program is based. 7. Additionally, Dr. Gottwald is recognized for his efforts to develop a hierarchical survey method that is used in eradication programs for CTV in California as well as in other countries, and is also used in 36 states in the United States and in Canada for Plum Pox Virus (PPV) detection surveys. Dr. Gottwald's analyses of the spread and attenuated nature of citrus bacterial spot helped lead to deregulation of the disease by state and federal regulatory agencies and earned him the American Phytopathological Society's Lee M. Hutchins Award in 1994. 8. Early in his career, Dr. Gottwald's demonstration that late season pecan scab infections were cosmetic and did not lower yield or quality, has remained the basis of the pecan disease control program for 19 years, resulting in an estimated savings to the industry of approximately $3.6 million/year and deleted several sprays per year thus reducing pesticide impact to the environment. 9. This Board believes Dr. Tim Gottwald should be commended for his outstanding service and National recognition as Distinguished Senior Research Scientist of the Year by the United States Department of Agriculture and the Agricultural Research Service. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida, as follows: 1. This Board does hereby commend Dr. Tim Gottwald for his outstanding service and National recognition as the Distinguished Senior Research Scientist of the Year by the United States Department of Agriculture and the Agricultural Research Service; among many other awards. 2. A copy of this resolution shall be presented to Dr. Tim Gottwald as a token of this Board's appreciation for his many accomplishments throughout the year.
