A RESOLUTION GRANTING MAJOR SITE PLAN
APPROVAL FOR THE PROJECT TO BE KNOWN AS
WAL-MART REGIONAL DISTRIBUTION CENTER - ST.
LUCIE
WHEREAS, the Board of County Commissioners of S1. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
1. Carter & BurQess, Inc. on behalf of Wal-Mart Stores East, LP, has applied for Major Site
Plan approval for a 1,202,389 square foot distribution facility project to be known as Wal-
Mart Regional Distribution Center - S1. Lucie, on 228.31 acres of property located generally
on the northwest side of Glades Cut-Off Road at the southeast corner of the intersection of
Interstate 95 and the Florida Turnpike in the IL (Industrial, Light) and IH (Industrial, Heavy)
Zoning Districts for the property described in Part B.
2. The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet minimum technical requirements of the S1. Lucie County Land
Development Code and to be consistent with the future land use maps from the S1. Lucie
County Comprehensive Plan.
3. The proposed project is consistent with the general purpose, goals, objectives, and
standards of the S1. Lucie County Land Development Code, the S1. Lucie County
Comprehensive Plan, and the Code of Ordinances of S1. Lucie County.
4. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
6. The proposed project will be constructed, arranged and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
7. The proposed project will be served by adequate public facilities and services.

8. The applicant has applied for and received a certificate of capacity, a copy of which is
attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the site
plan for the project to be known as Wal-Mart Regional Distribution Center, is hereby approved as
shown on the site plan drawings for the project prepared by Carter & Burgess, Inc., dated April 8,
2003, and date stamped received by the St. Lucie County Community Development Director on
April 9, 2003, for the property described in Part B below, subject to the following conditions:
1. Prior to the issuance of any land clearing or preliminary site work permits, the developers shall have
completed the relocation of all identified gopher tortoise burrows within the areas of proposed
development. Final verification by the County of the relocation efforts will be required prior to the
issuance of any land clearing or site alteration permits.
2. Prior to the issuance of any land clearing or preliminary site work permits, the developers shall
provide to the County copies of all agency permits (SFWMD, DEP and lor Corp Permits) related to
this site, including an assessment of the on-site wetlands and how their protection/ restoration of
the overall value and function of those wetlands is being maintained.
3. Prior to the issuance of Certificate of Occupancy for this facility (the main warehouse building), the
developer shall provide to the county a Management and Monitoring Plan addressing how long-term
management of the 33.77 +/- acres of preservation areas identified ion the project site plan will be
provided for.
4. Prior to the issuance of Certificate of Occupancy for this facility (the main warehouse building), the
developer shall provide for the signalization (including all necessary roadway alterations to support
this signalization) of the intersection of West Midway Road and Southbound 1-95 Off-Ramps.
5. Upon the request of the County, if it is demonstrated that traffic conditions at the intersection of
Edwards Road and Selvitz Road are being further degrade as result of construction related traffic
from this facility during either the AM peak hour condition or the PM peak hour condition, the
developer shall be responsible to provide for peak hour traffic control in order to facilitate the
movements through this intersection. The exact method of any required traffic control is to be
determined in consultation with the St. Lucie County Public Works Department.
6. Upon the request of the County, and within a reasonable time of any such request, the developers
of this project, their successor or assigns, agree to provide for the readjustment! relocation of the
northern employee entrance in order to accommodate any potential extension of South Jenkins
Road north of this location. The purpose of this obligatory driveway readjustment is to maintain a
minimum 900 approach to this roadway. All cost associated with this obligatory driveway
readjustment will be the responsibility of project, their successor or assigns.

The property on which this Major Site Plan is being granted is described as follows:

The approvals and authorizations granted by this Resolution for the purpose of obtaining
building permits on this property, shall expire on April 15, 2005, unless the developer has
obtained building permits for the first phase of the project site plan described in Part A or
an extension has been granted in accordance with Section 11.02.06, S1. Lucie County
Land Development Code.
The Final Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, Wal-Mart Stores East, LP, including any successors in
interest, shall obtain all necessary development permits and construction authorizations
from the appropriate State and Federal regulatory authorities, including but not limited to;
the United States Army Corps of Engineers, the Florida Department of Environmental
Protection, and the South Florida Water Management District, prior to the issuance of any
local building permits of authorizations to commence development activities on the
property described in Part B.
A copy of this resolution shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the $1. Lucie County Community Development
Director.
The certificate of capacity, attached as Exhibit A, shall be valid for the same period as this
order. If this order expires or otherwise terminates, the certificate of capacity shall
automatically terminate.

G. A copy of this Order shall be mailed, return receipt requested to the developer and agent
of record as identified on the site plan applications.
