A RESOLUTION GRANTING MAJOR SITE PLAN
APPROVAL FOR THE PROJECT TO BE KNOWN AS
CHURCH OF GOD IN CHRIST
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including, but not limited to the staff report, has made the following
determinations:
1. Church of God in Christ. has applied for major site plan approval for the project to be
known as Church of God in Christ consisting of 19,250 square feet of space
including 14,000 square feet of sanctuary area for property located on the north side
of Juanita Avenue, approximately 1/2 mile west of North 25th Street in the I
(Institutional) Zoning District for the property described in Part B.
2. The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum technical requirements of the St. Lucie County
Land Development Code and to be consistent with the future land use maps from
the St. Lucie County Comprehensive Plan.
3. On September 6, 2005, the Board of County Commissioners granted a waiver from
the requirements of a Transportation Impact Report for the first phase of the
development.
4. The proposed project is consistent with the general purpose, goals, objectives, and
standards of review of the St. Lucie County Land Development Code, the St. Lucie
County Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
5. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
6. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping and screening.
7. The proposed project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance with
applicable district regulations.
8. The proposed project will be served by adequate public facilities and services.

9. The applicant has applied for and received a certificate of capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, S1. Lucie County
Land Development Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of S1. Lucie
County, Florida:
A. Pursuant to Section 11.02.05 of the S1. Lucie County Land Development Code, the site
plan for the project known as Church of God in Christ, is hereby approved as shown on the site
plan drawings for the project prepared by Friscia Engineering, Inc., dated, March 3, 2005, and
date stamped received by the S1. Lucie County Growth Management Director on April 13, 2005,
for the property described below, subject to the following conditions:
1. Prior to any site plan approval for additional phases of the proposed project, the
developer, his successors or assigns, shall provide a Transportation Impact
Report meeting the requirements of Section 11.02.09(4) of the St. Lucie County
Land Development Code
2. Prior to the issuance of a St. Lucie County Vegetation Removal Permit, the
developer, their successors or assigns, shall ensure that all Preserve Areas are
protected with physical barriers during all clearing and construction activities in
accordance with the guidelines outlined on pages 4 through 6 of the Preserve Area
Management Plan dated November 2004.
3. Prior to the issuance of a St. Lucie County Vegetation Removal Permit, the
developer, their successors or assigns, shall complete the Relocation of the 1
active gopher tortoise within the area of impact to the on-site preserve area.
4. Prior to the issuance of a St. Lucie County Vegetation Removal Permit, the
developer, their successors or assigns, shall conduct a pre-construction meeting
with land clearing personnel, the project manager, and St. Lucie County
Environmental Resources Department staff to address the Florida Scrub Jay
(Aphe/ocoma coerulescens coerulescens) and Gopher Tortoise (Gopherus
polyphemus) identification and the protocol that shall be followed should either
species be observed within the limits of construction. In addition, informational
signs or brochures shall be posted on-site indicating this information.
5. Prior to the issuance of a Certificate of Occupancy the developer, their successors
or assigns, shall construct and place signage as shown in Figure 3 of 4 of the
Preserve Area Management Plan dated November 2004.
6. Prior to the issuance of a Certificate of Occupancy the developer, their successors
or assigns, shall remove all Category I invasive exotic species shown in Table 1 in
accordance with the guidelines outlined on page 8 of the Preserve Area
Management Plan dated November 2004.
7. Prior to the issuance of a Certificate of Occupancy the developer, their successors
or assigns, shall re-vegetate as necessary as a result of exotic vegetation removal

or site construction in accordance with the guidelines outlined on page 9 of the
Preserve Area Management Plan dated November 2004.
8. Prior to the issuance of a Certificate of Occupancy the developer, their successors
or assigns, shall provide a recorded copy of the conservation easement document
as referenced in Figure 2 of 4 in the Preserve Area Management and Monitoring
Plan (PAMMP) for the Scrub Jay habitat located on the west side of the subject
property .
B. The property on which this Major Site Plan is being granted is described as follows:
BEING THAT PART OF THE WEST 770 FEET OF THE EAST 790 FEET OF THE NORTH Yz
OF THE SOUTHWEST Y4 OF SECTION 32, TOWNSHIP 34 SOUTH, RANGE 40 EAST, LYING
NORTH OF JUANITA AVENUE AND LESS THE NORTH 135 FEET, ALL LYING IN ST. LUCIE
COUNTY, FLORIDA. CONTAINING 20.529 ACRES. (Tax 101: 1432-311-0050-000/0)
(Location:
North side of Juanita Avenue, approximately 1/2 mile west of North
25th Street)
C. The approvals and authorizations granted by this Resolution for the purpose of obtaining
building permits on this property, shall expire on October 4, 2007, unless the developer has
obtained building permits for the site plan described in Part A or an extension has been granted
in accordance with Section 11.02.06, S1. Lucie County Land Development Code.
D. The Final Site Plan approval granted under this resolution is specifically conditioned to
the requirement that the petitioner, Church of God in Christ - Eastern Florida Temple, including
any successors in interest, shall obtain all necessary development permits and construction
authorizations from the appropriate State and Federal regulatory authorities, including but not
limited to; the United States Army Corps of Engineers, the Florida Department of Environmental
Protection, and the South Florida Water Management District, prior to the issuance of any local
building permits of authorizations to commence development activities on the property described
in Part B.
E. A copy of this resolution shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the S1. Lucie County Growth Management Director.
F. The certificate of capacity, attached as Exhibit A, shall be valid for the same period as
this order. If this order expires or otherwise terminates, the certificate of capacity shall
automatically terminate.
G. A copy of this Order shall be mailed, return receipt requested to the developer and agent
of record as identified on the site plan applications.

H. A copy of this Order shall be attached to the site plan drawings described in Section A,
which plan shall be on file with the S1. Lucie County Growth Management Director.
