A RESOLUTION GRANTING MAJOR SITE PLAN AND
CONDITIONAL USE PERMIT APPROVAL TO ALLOW THE
OPERATION OF A HOUSEHOLD GOODS WAREHOUSING AND
STORAGE MINI-WAREHOUSE FACILITY TO BE KNOWN AS
MARTIN SELF-STORAGE IN THE CG (COMMERCIAL,
GENERAL) ZONING DISTRICT FOR CERTAIN PROPERTY IN ST.
LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, ineluding but not limited to the staff report, has made the following
determinations:
CONDITIONAL USE PERMIT
1. Charles Sabin, presented a petition for a Conditional Use Permit to allow the operation
of a 90,384 foot household goods warehousing and storage mini-warehouse facility to
be known as Martin Self-Storage in the CG (Commercial, General) Zoning District,
depieted on the attached maps as Exhibit "A" and deseribed in Part "B" below.
2. On December 8, 2005, the St. Lueie County Planning and Zoning Commission held a
publie hearing on the petition, after publishing notiee at least 10 days prior to the
hearing and notifying by mail all owners of property within 500 feet of the subjeet
property, and reeommended that the Board of County Commissioners approve a
conditional use permit to allow the operation of a household goods warehousing and
storage mini-warehouse facility in the CG (Commercial, General) Zoning District for the
property depieted on the attached Maps and deseribed in Part B below.
3. On January 17, 2006, this Board held a public hearing on the petition, after publishing
notice at least 10 days prior to the hearing and notifying by mail all owners of property
within 500 feet of the subjeet property. That meeting was eontinued to the February 7,
2006, Board of County Commissioners meeting.
4. On February 7,2006, the publie hearing on this item was heard.
5. The proposed Conditional Use is eonsistent with the goals, objeetives, and polieies of
the St. Lucie County Comprehensive Plan and has satisfied the requirements of
Section 11.07.03 of the St. Lucie County Land Development Code.
6. The proposed Conditional Use will not have an undue adverse effeet on adjaeent
property, the eharaeter of the neighborhood, traffic conditions, parking, utility facilities,
or other matters affecting the public health, safety, and general welfare.

The proposed Conditional Use will be servieed by adequate publie faeilities and
serviees.
A Certificate of Capaeity as required under Chapter V, St. Lucie Land Development
Code, a eopy of which is attaehed to this resolution, was granted by the Growth
Management Direetor on February 7,2006.
Seetion 11.07.05(B) of the St. Lueie County Land Development Code requires that all
applieations for Conditional Use Permit approval include a full site plan ifthe proposed
use or development aetivity meets the submission requirements of Section 11.02.02 of
the St. Lueie County Land Development Code.
SITE PLAN
Charles Sabin, has applied for major site plan approval for the projeet to be known as
Martin Self-Storage eonsisting of 90,384 square feet of spaee to include 87,692 square
feet of storage spaee with a manager's offiee and a residence eontaining 2,692 square
feet for 6.211 aeres of property located on the east side of South U.S. Highway No.1,
approximately 300 feet north of Savanna Club Boulevard in the CG (Commereial,
General) Zoning Distriet for the property deseribed in Part "C" below.
The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum teehnical requirements of the St. Lucie County
Land Development Code and to be consistent with the future land use maps from the
St. Lucie County Comprehensive Plan.
The proposed projeet is eonsistent with the general purpose, goals, objeetives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan, and the Code of Ordinanees of St. Lucie County.
The proposed project will not have an undue adverse effect on adjaeent property, the
eharacter of the neighborhood, traffic conditions, parking, utility faeilities, or other
matters affecting the publie health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effeet of the proposed
projeet on the immediate vieinity through building design, site design, landseaping and
screening.
The proposed projeet will be eonstructed, arranged and operated so as not to interfere
with the development and use of neighboring property, in aeeordance with applieable
distriet regulations.

attaehed to this order as Exhibit "A", as required under Chapter V, St. Lueie County
Land Development Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lueie
County, Florida:
CONDITIONAL USE PERMIT
A. Pursuant to Section 11.07.03 of the St. Lucie County Land Development Code, a
Conditional Use Permit for Charles Sabin to allow the operation of a 91,801 square foot
household goods warehousing and storage mini-warehouse facility, to be known as Martin
Self Storage in the CG (Commereial, General) Zoning Distriet is hereby granted for the
property described below, subject to the following eonditions
1. Prior to the approval of a St. Lucie County Vegetation Removal Permit the
following eonditions shall be satisfied:
a. The developer, his sueeessor or assigns shall ensure that all Preserve
Areas and any individual trees to be preserved are proteeted with
physieal barriers during all clearing and eonstruetion aetivities.
b. Reloeation of the 2 aetive gopher tortoises within the area of impaet to
the on-site preserve area must be eompleted.
c. The developer, his suecessor or assigns, shall provide monies in the
amount of up to $52,800.00 to St. Lucie County for tree mitigation.
d. A pre-construction meeting shall be held with land clearing personnel,
the projeet manager, and St. Lucie County Environmental Resources
Department (ERD) staff to address Gopher Tortoise (Gopherus
polyphemus) identifieation and the protoeol that shall be followed should
that speeies be observed within the limits of eonstruction. In addition,
ERD reeommends informational signs or broehures be posted on-site
showing this information.
2. Prior to the approval of the first Certifieate of Oeeupaney (CO) for the proposed
projeet, the following conditions shall be met:
a. All Category I invasive exotie species shall be removed.
b. A reeorded copy of the eonservation easement doeument shall be
submitted.

Environmental Resourees Department on the plaeement of additional vegetation
and sereening along the property's east boundary line.
4. Any tree that is damaged during eonstruetion or does not survive 18 months post
Certifieate of Occupancy (CO) shall be replaced at a ratio of 4: 1.
5. Hours of operation for the proposed project shall be from 6:00 AM. to 10:00 P.M.
6. Lighting shall not be direeted off site onto adjaeent residential properties.

E. The Major Site Plan/Conditional Use Permit approval granted under this Resolution is
speeifieally eonditioned to the requirement that the petitioner, Charles Sabin, including any
sueeessors in interest, shall obtain all neeessary permits and authorizations from the
appropriate Local, State, and Federal regulatory authorities prior to the issuance of any
loeal building permits or authorizations to commenee development activities on the
property described in Part B.
F. The Certifieate of Capacity, a copy of whieh is attached to this resolution, shall remain valid
for the period of Conditional Use approval. Should the Conditional Use approval granted
by this resolution expire or an extension be sought pursuant to Section 11.07.05(F) of the
St. Lucie County Land Development Code, a new eertificate of capacity shall be required.
G. The St. Lucie County Growth Management Direetor is hereby authorized and direeted to
cause the notation of this resolution to be made on the Offieial Zoning Map of St. Lueie
County, Florida, and to make notation of reference to the date of adoption of this
resolution.
