RESOLUTXON NO. 06-135 A RESOLUTXON URGXNG THE LEGXSLATURE TO CREATE AND SUCCESSOR TO THE FLORXDA PROGRAM FLORXDA FUND A FOREVER WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Florida Forever has been a very successful land conservation program in the State of Florida and has partnered with local governments to acquire thousands of acres of land for parks, wildlife, community recreation, and other open space needs since its inception in the year 2000. 2. The funding for the Florida Forever program will sunset in 2010 or sooner due to legislative action. 3. The State of Florida should secure at-risk lands while they are still available by accelerating funding of the Florida Forever program and setting the stage for the creation of a successor program to Florida Forever. 4. Florida Forever's money is decreasing in value due to inflation and Florida Forever and other land conservation programs must compete in Florida's market of surging land and housing prices. 5. Florida is experiencing a rapid population growth with approximately 396,000 people added to the state each year and St. Lucie County, listed as one of the fastest growing counties in the country, has experienced an unprecedented rise in property values over the past decade. 6. The State of Florida, through Florida Forever funding, has partnered with St. Lucie County and the Southwest Florida Water Management District to preserve land in St. Lucie County. 7. St. Lucie County relies on partnership funding to further its land acquisition goals in a competitive real estate environment. 8. Earth Day is internationally recognized as April 22nd as a time to celebrate environmental accomplishments and plan for future success. NOW, THEREFORE BE XT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. This Board hereby urges the Florida Legislature to create and fund a successor to the Florida Forever program, and further requests that its local Legislature Delegation advocate the creation and funding of a successor to the Florida Forever program. 2. The County Administrator or his designee is hereby directed to forward a copy of this resolution to the St. Lucie County Legislative Delegation.
