HomeMy WebLinkAbout06-198 RESOLUTION NO. 06-198 A RESOLUTION CONTINUING TO SUPPORT A RESEARCH AND EDUCATION AUTHORITY REFERENDUM TO PROMOTE AND STIMULATE ECONOMIC DEVELOPMENT AND EMPLOYMENT OPPORTUNITIES WITHIN ST. LUCIE COUNTY, FLORIDA AND THROUGHOUT THE TREASURE COAST WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determination: 1. On February 22, 2005, this Board adopted Resolution No. 05-060 which urged the Florida Legislature to create an independent Research and Education Authority within St. Lucie County, Florida; to promote and stimulate economic development and employment opportunities within St. Lucie County and throughout the Treasure Coast; and to provide for a Referendum. 2. Success of the referendum will provide a dedicated funding source to be utilized by the St. Lucie Research and Education Authority to fund research initiatives in St. Lucie County, including enhancement of existing facilities or programs and development of new facilities or programs to provide a solid foundation basis for economic development and employment in St. Lucie County. 3. The creation and operation of the St. Lucie County Research and Education Authority has been determined to be of interest to the public. 4. The Legislature has found that the creation of research and education facilities will attract high-technology businesses and related research enterprises to St. Lucie County and provide and maintain a job base of highly compensated scientists, technicians, and administrators to St. Lucie County. 5. The creation of high-wage jobs would especially benefit real property values. A strong economic base would help maintain and stimulate the rise in real property values as property transfers occur over time. 6. It is appropriate and equitable for the benefitting purchaser or seller of real property whose value is enhanced by the creation of the research and educational facilities in St. Lucie County to participate in the benefit assessment. This assessment occurs at the time of property transfer and will be designated for the research and education authority. 7. The Legislature hereby intends to create an Authority encompassing all of St. Lucie County and granting it the powers contained in Chapter 2005-319, Florida Statutes. This Authority would receive and spend benefit assessments collected pursuant to this Chapter specifically for the creation of research and educational facilities. The Authority's goal will be to stimulate the growth of high-technology businesses and employment in St. Lucie County thereby protecting and enhancing real property values in the County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. This Board does hereby continue to support a Research and Education Authority Referendum to stimulate economic development and to promote high-wage employment opportunities within St. Lucie County, Florida, and throughout the Treasure Coast. 2. The County Administrator is hereby directed to forward a copy of this resolution to the City of Ft. Pierce and the City of Port St. Lucie for their consideration.
