RESOLUTION 06-171 A RESOLUTION AMENDING RESOLUTION NO.02-040 AND UPDATING THE VARIOUS FEE SCHEDULES ASSOCIATED WITH THE ST. LUCIE COUNTY LAND DEVELOPMENT CODE. WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: WHEREAS, Section 163.3201, Florida Statutes, provides for the adoption and enforcement of regulations on development activities based upon the Comprehensive Plan for St. Lucie County. WHEREAS, on August 1, 1990, this Board enacted the St. Lucie County Land Development Code to further implement the Comprehensive Plan for St. Lucie County which calls for the regulation of Land Development activities. WHEREAS, Section 125.01, Florida Statutes, and the St. Lucie County Land Development Code authorizes this Board to establish a schedule of fees in order cover the cost of technical and administrative activities required pursuant to the St. Lucie County Land Development Code. WHEREAS, Section 11.12.00 of the St. Lucie County Land Development Code calls for the establishment of a schedule of fees by the Board of County Commissioners, said schedule of fees being most recently revised through Resolution No.'s 98-198, 02-087, and 02-040. WHEREAS, the Board of County Commissioners is empowered to establish, alter, and amend the schedule of fees, charges, and expenses for building permits and has done so most recently through Resolutions No.'s 01-018,01-032, and 02-040. WHEREAS, the Schedule of Fees to cover the cost of technical and administrative activities has not been revised to reflect the actual cost since 1998. THEREFORE BE IT RESOLVED, by the Board of County Commissioners for St. Lucie County Florida. A. The following are hereby established a consolidated Schedule of Fees and charges for building permits (Exhibit A) and other petitions and applications filed pursuant to the requirements of the St. Lucie County Land Development Code (Exhibit B). Resolution No.'s 98-198, 01-018, 01-132, 02-087, and 02-040 are hereby repealed and replaced with the Schedule of Fees referenced in Part A above. C. New construction projects may include the normal trade permits in one encompassing permit fee according to the following schedule: GENERAL BUILDING PERMIT VALUATION o Where work for which a permit is required is started prior to obtaining said permit, the fees herein specified shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements in the execution ofthe work nor from any other penalties prescribed herein. Building Permit Fee is based on the multiplving the value ofthe building or addition bv the multiplier set bv resolution bv the Board of County Commissioners. Such value shall be determined bv using the most recent Building Valuation Data as compiled bv the International Code Council (lCC) using the Marshall Valuation Service, as published bv the Marshall and Swift Publication Company. Los Angeles, California or on the contract price given bv the applicant for the project. whichever is higher. (The data are onlv intended to be used for determining permit fees and is not intended to be used as an estimating guide.) Fee includes a certificate of completion or occupancy when applicable. Flat Fee Permits Miscellaneous trade and construction permits including, but not limited to plumbing, mechanical, electrical, gas, remodeling, etc., not otherwise addressed in A or B above shall be on a valuation basis according to the following schedule: $100 and less No fee unless inspection is required, in which case $50.00 for each inspection shall be charged $101 to $2,500 Fee of $75.00 plus $50.00 for each additional inspection $2,50 I plus $150.00 for the first $2,500 plus 1 % of the amount in excess of $2,500.00 Re-Inspection Fees In the inspection of any building for which a permit has been issued, if it is determined that the work does not meet code, a re-inspection fee shall be charged. The fee for a re-inspection shall be as follows: 1 st re-inspection $25.00 $50.00 2nd re-inspection $59.00 $75.00 3rd re-inspection $100.00 4th re-inspection $150.00 >4 re-inspection $150.00 each additional insDCction The re-inspection fees shall be applicable to only that work for which the first inspection was failed or rejected. Re-inspection charges shall not be cumulative to other inspections required as part of the building permit process. Automated Building Permit Fee: All building permits, zoning compliance certificates or other permits issued or authorized by the Department of Community Development shall be subject to a twe Elella!" ($2) five dollars ($5) administrative charge for the purpose of providing funding for future updates, improvement if necessary, replacement ofthe County's Automated Building Permit Software and Related Computer Programs and Information Management System. All funds collected shall be deposited into a separate trust account and may not be used to fund or support any other computer software or hardware acquisitions that are not related to the review, processing or issuance of building permits, zoning compliance certificates or similarly issued permits or authorization. Plan Examination Fees shall be according to the following schedule. (All plans examination fees are NON-REFUNDABLE): Plan Review Fee: When the valuation ofthe proposed construction exceeds $1.000.00 and a plan is required by & 105 (Florida Building Code). A plan review fee shall be paid. in addition to the building permit fee. to the building code administrator at the time of submitting the permit application. Said plan review fee shall be figured as shown below unless specified in table. "Development" acreage includes the entire site. 3. "Development" acreage includes only the area to be physically built or impacted by construction activities. Undeveloped portions of the property will not be counted in determining the affected acreage.
