A RESOLUTION GRANTING A MAJOR ADJUSTMENT TO THE EXISTING
ST. LUCIE COUNTY INTERNATIONAL AIRPORT CONDITIONAL USE
AND MAJOR SITE PLAN APPROVAL FOR THE PROJECT KNOWN AS
THE FT. PIERCE AIR CENTER - WEST HANGARS
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
CONDITIONAL USE PERMIT
1. Pursuant to Section 3.3.122(7) of the St. Lucie County Zoning Ordinance, effective July
1, 1984, and Section 3.01.03(W)(7)(a) of the St. Lucie County Land Development Code,
effective August 1, 1990, the St. Lucie County International Airport is considered to be
an existing Conditional Use.
2. The Ft. Pierce Air Center has been operating as a Fixed Base Operations Center (FBO)
on 84.8 acres of leased land since 1987. This FBO is located on the western side of the
existing airport grounds. The Ft. Pierce Air Center has applied for a major adjustment to
their existing conditional use permit to allow the construction of an additional 71,600
square feet of hangar space and associated office space consisting of four - 14,000
square foot hangars with office space and one - 15,600 square foot hangar with office
space. The subject property is located at the St. Lucie County International Airport.
3. The Development Review Committee has reviewed the proposed Major Adjustment to
an Existing Conditional Use and found it to be in substantial conformity with the overall
Airport Master Plan.
4. On October 3, 2006, this Board held a public hearing on the petition, after publishing a
notice of such hearing and notifying by mail all owners of property within 500 feet of the
subject property.
5. The proposed Major Adjustment to an Existing Conditional Use is consistent with the
goals, objectives, and policies of the St. Lucie County Comprehensive Plan and has
satisfied the requirements of Section 11.07.03 of the St. Lucie County Land
Development Code.
6. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.

A Certificate of Capacity, a copy of which is attached to this resolution, was granted by
the Growth Management Director on October 3, 2006.
SITE PLAN
Ft. Pierce Air Center, has applied for major site plan approval for the project to be
known as Ft. Pierce Air Center - Hangars West consisting of additional 71 ,600 square
feet of hangar space and associated office space consisting of four - 14,000 square
foot hangars with office space and one - 15,600 square foot hangar with office space.
for property located at the St. Lucie County International Airport adjacent to Taxiway
C8 for the property described in Part "C" below.
The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum technical requirements of the St. Lucie County
Land Development Code and to be consistent with the future land use maps from the
St. Lucie County Comprehensive Plan.
The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
The proposed project will be constructed, arranged and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
The proposed project will be served by adequate public facilities and services.
The applicant has applied for and received a Certificate of Capacity, a copy of which is
attached to this order as Exhibit "A", as required under Chapter V, St. Lucie County
Land Development Code.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
CONDITIONAL USE PERMIT
A. Pursuant to Section 11.07.03 of the St. Lucie County Land Development Code, a major

DESCRIPTION ARE BASED UPON STATE PLANE GRID NORTH. THE DISTANCES REFER

The approvals and authorizations granted by this Resolution for the purpose of obtaining
building permits on this property shall expire on October 3,2007, unless building permits
have been issued or an extension in accordance with Section 11.07.05(F) of the St. Lucie
County Land Development Code has been granted.
The Major Site Plan/Conditional Use Permit approval granted under this Resolution is
specifically conditioned to the requirement that the petitioner, Ft. Pierce Air Center,
including any successors in interest, shall obtain all necessary permits and authorizations
from the appropriate Local, State, and Federal regulatory authorities prior to the issuance
of any local building permits or authorizations to commence development activities on the
property described in Part B.
The Certificate of Capacity, a copy of which is attached to this resolution, shall remain valid
for the period of Conditional Use/Major Site Plan approval. Should the Conditional Use
approval granted by this resolution expire or an extension be sought pursuant to Section
11.07.05(F) of the St. Lucie County Land Development Code, a new certificate of capacity
shall be required.

The St. Lucie County Growth Management Director is hereby authorized and directed to
cause the notation of this resolution to be made on the Official Zoning Map of St. Lucie
County, Florida, and to make notation of reference to the date of adoption of this
resolution.
A copy of this resolution shall be attached to the site plan drawings described in Section
A, which plan shall be placed on file with the St. Lucie County Growth Management
Director.
The St. Lucie County Growth Management Director is hereby authorized and directed to
cause the notation of this resolution to be made on the Official Zoning Map of St. Lucie
County, Florida, and to make notation of reference to the date of adoption of this
resolution.
The Director of Growth Management shall coordinate the issuance of further site
Development Permits. No final site construction authorizations or site Development
Permits shall be issued until all requirements for such permits are met.
A copy of this resolution shall be mailed, return receipt requested to the developer and
agent of record as identified on the site plan applications.
This resolution shall be recorded in the Public Records of St. Lucie County. The
recording of this resolution does not authorize the commencement of anyon-site
development activities without obtaining such further development permits as may be
required. All applicable conditions of approval as set forth above, and all applicable
code requirements must be met to satisfaction of the County before final site
construction permits are issued.
