RESOLUTION NO. 06-325
A RESOLUTION AUTHORIZING THE
CREATION OF THE SUSTAINABILITY
ADVISORY AD HOC COMMITTEE AND
PROVIDING FOR DUTIES AND FUNCTIONS
OF THE COMMITTEE
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has
made the following determinations:
1. The Board recognizes the importance of Sustainable practices and the need
to review and update the St. Lucie County Policies, Comprehensive Plan and Land
Development Code to enable such policies to be fully utilized by developers and St. Lucie
County employees.
2. This Board should create a Sustainability Advisory Ad Hoc Committee for
the purpose of advising the Board of County Commissioners on matters relating to codes
and regulations that currently preclude Sustainable Pelieies Practices.
3. This Board should further define the duties and functions of the Committee.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
St. Lucie County, Florida:
1.
Committee.
This Board does hereby create the Sustainability Advisory
Such Committee shall have the following duties and functions:
Ad Hoc
a. To advise and make recommendations to the Board of County
Commissioners on matters relating to Sustainable Practices, and
assisting in implementation of those recommendations.
b. To provide any other duties or functions as requested by the Board
of County Commissioners on sustainable issues.
2. The action, decisions and recommendations of the Committee shall not be
final or binding on the Board of County Commissioners but shall be advisory only.
3. The Sustainability Advisory Ad Hoc Committee shall consist of fourteen (14)
members who shall be appointed as follows:
a. Each Board member shall appoint one (1) member to serve on the
Committee and such members' terms shall run concurrent with the
term of the appointing Commissioner.

b. The following groups shall appoint one (1) member to serve on the
Committee:
1) Florida Power and Light
2) Fort Pierce Utilities Authority
3) Port St. Lucie Utilities
4) Treasure Coast Builders Association
5) St. Lucie County Conservation Alliance
6) IFAS
7) City of Port St. Lucie City Council
8) City of Fort Pierce City Commission
9) St. Lucie County Board of County Commissioners
c. During the first meeting of each calendar year, the members shall
select a Chairman from among the membership to serve for a one (1)
year term.
d. All members shall serve without compensation.
4. Vacancies for all appointments shall be filled upon:
a. Death of a member.
b. Resignation.
c. Removal by appointing authority.
d. Three (3) unexcused absences in a six (6) month period.
5. Vacancies shall be filled by the person who nominated the member who
created the vacancy.
6. The Committee Chairman shall establish a time and place for holding
meetings as shall be necessary, and the Committee shall adopt such rules of organization
and procedure as may be required. Six (6) committee members shall constitute a quorum
for the transaction of official business at Committee meetings.
7. The Committee may establish sub-committees for specific subjects or tasks
from among its members. The Committee shall hold its first meeting as soon as possible
from the date this resolution is adopted.
8. The Environmental Resources Department shall provide administrative
support for the Committee and shall keep a record of its proceedings,
9. If any action, sentence, or clause of this resolution is held to be invalid or
unconstitutional by any court of competent jurisdiction, then said holding shall in no way
effect the validity of the remaining portions of this resolution.
