AN ORDER GRANTING MINOR SITE PLAN APPROVAL FOR THE DEVELOPMENT OF
A 7,300 SQUARE FOOT FIRE RESCUE FACILITY ON 1.65 ACRES, LOCATED AT THE
INTERSECTION OF 350 EAST MIDWAY ROAD AND REGINA DRIVE, FOR THE
PROJECT TO BE KNOWN AS ST. LUCIE COUNTY FIRE STATION # 6.
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for site plan
approval submitted by Ron Parrish, reviewed the comments of the SI. Lucie County Development Review
Committee on this application, and made the following determinations:
1. The St. Lucie County Fire Station #6 is a proposed 7,300 square foot Fire Rescue Facility located
on 1.65 acres and proposed to replace the existing Fire Station onsite with an updated facility to
meet the needs of the east / central portion of SI. Lucie County. The project is located at the
intersection of 350 East Midway Road and Regina Drive, east of US Highway No.1, and located
within the I (Institutional) Zoning District.
2. The Development Review Committee has reviewed the Minor Site Plan for the proposed project and
found it to meet technical requirements of the Land Development Code and to be consistent with the
SI. Lucie County Comprehensive Plan.
3. The proposed project is consistent with the general purpose, goals, objectives, and standards of the
St. Lucie County Comprehensive Plan and the SI. Lucie County Land Development Code.
4. The proposed project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public
health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed project on the
immediate vicinity through building design, site design, landscaping, and screening.
6. The proposed project will be constructed, arranged, and operated so as not to interfere with the
development and use of neighboring property, in accordance with applicable district regulations.
7. The proposed project is to be served by the FI. Pierce Utilities Authority.
8. The applicant has applied for and received a certificate of capacity exemption, a copy of which is
attached to this order as Exhibit "A", as required under Chapter V, SI. Lucie County Land
Development Code.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.0203(A), 11.02.07, and 11.02.09 of the St. Lucie County Land Development
Code, the Minor Site Plan for the project to be known as SI. Lucie County Fife station #6, and the
same is hereby approved as shown on the site plan drawings for the project prepared by Culpepper
and Terpening, Inc. on February 12, 2007 and last revised on February 12, 2007, and received by
the 81. Lucie County Growth Management Director on February 23, 2007 is being granted for the
property described below, subject to the following conditions:

1. Prior to Construction Plan approval, the applicant shall make corrections to sheets 2 of 1 and 8A
of 12 of the submitted site plan to show the proposed concrete side walk on Midway Road
constructed at the ultimate right of way line.
2. Prior to the approval by the County Engineer for the Constructability Review the developer will
add "LBR 1 00" on page 8A of 12 to typical Section C-C on the '8" Lime rock or cemented coquina'
of the C& T Engineering plans.
3. No clearing or other site work shall commence until after constructible engineering plans have
been approved by the County Engineer and all county environmental permits have been issued
by Environmental Resources Department pursuant to Section 1102.08(A)(7) of the SI. Lucie
County Land Development Code. As of this date of issuance of this Development Order, no
constructible site development plans have been submitted for review. No work shall commence
after the issuance of environmental permits by county, or of any other permits by any other
agency, until the County Engineer has approved the constructible site plans.
4. Pursuant to Section 1102.08(A)(6) of the St. Lucie County Land Development Code, no work
shall commence on the site until all regulatory permits required from Federal, State, and regional
agencies and special districts have been issued. The Florida Department of Environmental
Protection, National Pollutant Discharge and Elimination System compliance notice must be
submitted to the County Engineer with the constructible site plan at the time of building permit
application or during permit review or no pavin9, grading, and drainage permit and no building
permit shall be issued All National Pollutant Discharge and Elimination System Best
Management Practices shall be instituted on the site prior to site clearing and maintained daily.
Stormwater ponds shall be roughed in at the same time the site is cleared of groundcover.
5. Prior to the issuance of any building permits or vegetation removal permits for any portion of the
Fire Station NO.6 site, the developers, their successor or assigns, shall submit to SI. Lucie
County Environmental Resources Department all correspondence with applicable jurisdictional
agencies regarding wetland and surface water jurisdictions, and if applicable, approved permits,
allowed impact, and required mitigation.
6. This Development Order shall be recorded in the Public Records of St. Lucie County, Florida, in
order to provide constructive legal notice of development conditions that run with the land.
7. The Code Compliance Manager shall receive a copy of this Development Order and the site plan
it approves and shall not approve any building permits that do not implement or are not consistent
with this Development Order and the plans hereby approved.
B.
The property on which the Minor Site Plan is being approved is described as follows:
BEING LOTS 32, 33, 34, 35 AND 36, LESS THE EAST 10 FEET AND ALL OF LOTS 37, 38, AND
39, BLOCK 12, ACCORDING TO THE PLAT OF REGINA PALMS, AS RECORDED IN PLAT BOOK
4, PAGE 82 OF THE PUBLIC RECORDS OF ST. LUCIE COUNTY, FLORIDA.
(Contains 1.642 acres more or less)
C.
This site plan shall expire on March 7, 2009, unless a building permit is issued or a site plan
approval extension is granted in accordance with Section 11.02.06, SI. Lucie County Land
Development Code.

The Minor Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, Ron Parrish, including any successors in interest, shall obtain all
necessary development permits and construction authorizations from the appropriate State and
Federal regulatory authorities including, but not limited to; the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, and the South Florida Water
Management District, prior to the issuance of any local building permits of authorizations to
commence development activities on the property described in Part A.
This Order shall become effective upon the date of approval indicated below. Should the property
owner, developer or authorized agent wish to appeal any condition described in Section A above, all
such appeals must be filed in writing with the County Administratorwithin 30 days of the rendering of
this Order, as described in Section 1102.03(B), SI. Lucie County Land Development Code. Should
an appeal to this Order be filed, no permitting reviews or further administrative action shall take
place on the processing of this development project until the appeal is resolved.
A copy of this Order shall be attached to the site plan drawings described in Part A, which plan shall
be placed on file with the SI. Lucie County Growth Management Director and mailed, return receipt
requested to the developer and agent of record as identified on the site plan applications.
This order shall be recorded in the Public Records of SI. Lucie County. The certificate of capacity
exemption, attached as Exhibit A, shall be valid for the same period as this order. If this order
expires or otherwise terminates, the certificate of capacity exemption shall automatically terminate.
ORDER effective the 7th Day of March, 2007.
