LUCIE COUNTY, FLORIDA, AMENDING RESOLUTION NO. 04-132 TO AMEND THE LOCAL HOUSING ASSISTANCE PLAN FOR ST LUCIE COUNTY, AS REQUIRED BY THE FLORIDA STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) PROGRAM. WHEREAS, on June 15, 1993, this Board adopted Ordinance No. 93-017, which established Chapter 1-10.5, Article IV, State Housing Initiatives Partnership of SI. Lucie County (SHIP-SLC), of the SI. Lucie County Code of Ordinances and Compiled Laws; and, WHEREAS, on November 14, 2000, this Board adopted Resolution No. 00-269 which provided for the adoption 01 the amended iocal housing assistance plan for SI. Lucie County, as required by the Fiorida State Housing Initiatives Partnership (SHIP) Program; and, WHEREAS, on March 13, 2001 this Board adopted Resolution No. 01-75 which provided for the adoption 01 the amended local housing assistance plan lor SI. Lucie County, as required by the Florida State Housing Initiatives Partnership (SHIP) Program; and, WHEREAS, on May 8, 2001, this Board adopted Resolution No. 01-96 which provided for the adoption 01 the amended local housing assistance plan for SI. Lucie County, as required by the Florida State Housing Initiatives Partnership (SHIP) Program; and, WHEREAS, in accordance with Ordinance No. 93-017, as amended, and the State Housing Initiatives Partnership Act, Section 420.907, Florida Statutes, this Board must approve, by resolution, any amendment to the Locai Housing Assistance Plan which delineates affordable housing strategies and identilies the average and maximum purchase prices for eligibie property; and, WHEREAS, this Board is required to adopt the new Local Housing Assistance Plan for SI. Lucie County for State of Florida fiscal years 2007-2008, 2008-2009, 2009-2010; and, WHEREAS, the County may move funds between strategies as necessary to maintain compliance with State requirements and/or meet specific community needs; and, WHEREAS, in order to expedite the closing process for approval of SHIP closing cost and down payment assistance mortgages, this Board has determined it is appropriate to increase the SHIP program signing authority lor the Community Services Director, flk/a Human Services Manager, up to and including Twenty Five Thousand and no/100 Dollars ($25,000.); and, WHEREAS, in accordance with Section 420.9072, Florida Statutes, ten percent (10%) of the local housing distribution and live percent (5%) of the program income will be used to pay the administrative cost 01 the local housing assistance plan; and, WHEREAS, in order to expedite the process 01 filing the Satisfaction of Mortgage, this Board has determined it is appropriate to authorize the County Administrator to execute the Satisfaction 01 Mortgage; and, WHEREAS, the average and maximum SHIP funds allowable lor the Housing Assistance Plan strategy set forth in the Local Housing Assistance Plan are: LHAP Strategy SHIP Average Award Very Low Income Low Income Moderate "100" & "120" Moderate "140" Down Payment Assistance $20,000 $15,000 $15,000 $10,000 Housing Rehabilitation $45,000 $45,000 $40,000 $40,000 1œmJXirrunm¡:ri:ecrvalrcfœwcrexi;:i:-g~~troyra:exaro9J¡=<rtcf.œ"""lJ"aœa~¡:ri:ei1.œsatimdimlin\\hili .œ~h::u;q;'1x:øa:\ \\hililnBrgwæ¡udmrlcWrg.œrrutIIDrt J2.m:r1hpID:!f:r~satimdllh,utU l.avæ!iJI,cr,æ established by the United States Department of Treasury. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of SI. Lucie County, Florida: A Resolution No. 04-132 is hereby amended by adopting the Local Housing Assistance Plan lor SI. Lucie County, incorporated herein by reference, for State 01 Florida liscal years 2007-2008, 2008-2009, 2009- 2010. B.
