AN ORDER GRANTING A MAJOR ADJUSTMENT TO A
MINOR SITE PLAN APPROVAL FOR THE PROJECT
KNOWN AS NATIONAL WATERWORKS STORAGE
YARD EXPANSION.
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for
site plan approval submitted by Friscia Engineering, reviewed the comments of the St. Lucie
County Developrnent Review Committee on this application, and made the following
determinations:
1. MLA Filter, Inc., has applied for a major adjustrnent to a minor site plan approval for the
project known as Nationai Waterworks Storage Yard Expansion located at 7374
Commercial Circle. The project consists of the addition of 21,747 square feet of
outside storage area. The total building space of the project remains at 6,000 square
feet.
2. The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum technical requirernents of the St. Lucie County
Land Development Code and to be consistent with the future land use maps from the
St. Lucie County Comprehensive Plan.
3. The proposed project is consistent with the general purpose, goals, objectives and
standards of review of the St. Lucie County Land Development Code, the St. Lucie
County Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
4. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
6. The proposed project will be constructed, arranged and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
7. The proposed project will be served by adequate public facilities and services.
8. The applicant has applied for and received a certificate of capacity exemption, a copy
of which is attached to this order as Exhibit A, as required under Chapter V, St. Lucie
County Land Development Code.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the site
plan for the project to be known as National Waterworks Storage Yard Expansion, is
hereby approved as depicted on the site plan drawings for the project prepared by
Friscia Engineering, a copy of which is attached as Exhibit B, dated April 20, 2007, and
date stamped received by the St. Lucie County Growth Management Director on April
25, 2007, for the property described below, subject to the following conditions:
No construction Development Permits shall be issued by the County until complete
sets of sealed constructible final engineering plans, supporting calculations and
survey data for all site work and offsite improvements are submitted to the County and
approved by the Public Works Department, Utilities Department, Environmental
Resources Department, Growth Management Department, St. Lucie County Fire
District, and any other agency or County Department that may be determined by the
Director of Growth Management to be necessarily involved in the review and approval
of the constructible final engineering plans for the site work and offsite improvements.
The determination of whether or not plans submitted by the applicant constitute a
complete set of constructible plans shall be made by the departments involved in the
plan review within five business days of the date the plans are received in the
Department of Growth Management.
B. The property on which this Major Adjustment to a Minor Site Plan is being approved
is described as follows:
LOTS 41, 42, AND 43, BLOCK A, KINGS HIGHWAY INDUSTRIAL PARK, UNIT 2,
ACCORDING TO THE PLAT THEREOF RECORDED IN PLAT BOOK 32, PAGE 5, OF THE
PUBLIC RECORDS OF ST. LUCIE FLORIDA.
CONTAINING 106,516 SQUARE FEET OR 2.445 ACRES, MORE OR LESS. (PROPERTY
TAX I.D. #'s: 1335-802-0026-000/2; 1335-802-0027-00019; and, 1335-802-0028-000/6)
(Location: 7374 Commercial Circle, Kings Highway Industrial Park.)
C. The site plan shall expire on May 25, 2009, unless a building permit is issued or a site
plan extension is granted in accordance with Section 11.02.06, St. Lucie County Land
Development Code.
D. The Final Site Plan approval granted under this resolution is specifically conditioned to
the requirernent that the petitioner, MLA Filters, Inc., including any successors in
interest, shall obtain all necessary development permits and construction authorizations
form the appropriate State and Federal regulatory authorities, including but not limited to:
the United States Army Corps of Engineers, the Florida Departrnent of Environmental
Protection, and the South Florida Water Management District, prior to the issuance of
any local building permits of authorizations to commence development activities on the
property described in Part B.
E. This Order shall become effective upon the date of approval indicated below. Should
the property owner, developer or authorized agent wish to appeal any condition
described in Section A above, all such appeals must be filed in writing with the County
Administrator within 30 days of the rendering of this Order, as described in Section
11.02.03(B), St. Lucie County Land Development Code. Should an appeal to this Order

be filed, no permitting reviews or further administrative action shall take place on the
processing of this development project until the appeal is resolved.
F. A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Growth Management
Director and mailed, return receipt requested to the developer and agent of record as
identified on the site plan applications.
G. This order shall be recorded in the Public Records of St. Lucie County. The certificate of
capacity exemption, attached as Exhibit A, shall be valid for the same period as this
order. If this order expires or otherwise terminates, the certificate of capacity exemption
shall automatically terminate.
ORDER effective the 25th Day of May 2007.
