AN ORDER GRANTING A MAJOR ADJUSTMENT
TO A MINOR SITE PLAN APPROVAL FOR THE
PROJECT KNOWN AS TRILLIUM - HUTCHINSON
ISLAND
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for site plan
approval submitted by Culpepper & Terpening, Inc. and the comments of the SI. Lucie County Development
Review Committee on this application, and made the fOllowing determinations:
1. Trillium is a 6 unit residential condominium project consisting of two, 3-unit buildings on 1.52
acres of property located on the east side 01 South SR A-1-A, in the HIRD (Hutchinson Island
Residential District) Zoning District and RH (Residential High) Future Land Use Classification.
2. The Development Review Committee has reviewed the site plan for the proposed project and
found it to meet technical requirements of the Land Development Code and to be consistent
with the SI. Lucie County Comprehensive Plan.
3. The revised project is consistent with the general purpose, goals, objectives, and standards
of the SI. Lucie County Comprehensive Plan and the St. Lucie County Land Development
Code.
4. The revised project will not have an undue adverse effect on adjacent property, the character
of the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the
public health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed project
on the immediate vicinity through building design, site design, landscaping, and screening.
6. The revised project will be constructed, arranged, and operated so as notto interfere with the
development and use 01 neighboring property, in accordance with applicable district
regulations.
7. The revised project is to be served by adequate public facilities and services.
8. The applicant has applied for and received an updated certificate 01 capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 (D) 01 the SI. Lucie County Land Development Code, the proposed
minor site plan to be known as Trillium - Hutchinson Island, is hereby approved as shown on the
site plan drawings for the project prepared by Culpepper & Terpening, Inc., June 6, 2005, and
received by the SI. Lucie County Growth Management Director on June 14, 2005, for the property
described below, subject to the following condition:

Pursuant to Section 3.01.03(AA)(7)(A) ofthe St. Lucie County Land Development Code, the
first unit of this project will be subject to only the standard road impact fee for the type of
proposed construction. The remaining five (5) units will be subject to the Alternate
Development Fee of $13,697 per dwelling unit, which includes the required road impact
fee. All 6 units will be subject to all other required impact fees and any other fee or
assessment that St. Lucie County may lawfully assess.
The property on which this Site Plan approval is being granted is described as follows:
A TRACT OF LAND IN SECTION 27, TOWNSHIP 36 SOUTH, RANGE 41 EAST, ST. LUCIE
COUNTY, FLORIDA; BOUNDED ON THE SOUTH BY A LINE PARALLEL WITH AND 5,057.83
FEET NORTHERLY OF AS (MEASURED AT RIGHT ANGLES) THE SOUTH LINE OF SAID
SECTION 27; ON THE NORTH BY A LINE PARALLEL WITH AND 5,198.86 FEET
NORTHERLY OF AS (MEASURED AT RIGHT ANGLES) THE SOUTH LINE OF SAID
SECTION 27; ON THE WEST BY THE WATERS OF THE INDIAN RIVER; AND ON THE EAST
BY THE WATERS OF THE ATLANTIC OCEAN.
SAID PROPERTY ALSO DESCRIBED AS THE SOUTH 141.03 FEET OF THE NORTH 200.09
FEET, AS MEASURED ON THE PERPENDICULAR, OF SECTION 27, TOWNSHIP 36 SOUTH,
RANGE 41 EAST, BOUNDED ON THE WEST BY THE WATERS OF THE INDIAN RIVER AND
THE EAST BY THE WATERS OF THE ATLANTIC OCEAN.
EXCEPTING THEREFROM ROAD RIGHT-OF-WAY FOR STATE ROAD A-1-A. SAID LAND
LYING AND BEING SITUATED IN ST. LUCIE COUNTY, FLORIDA. (Tax ID#: 3527-122~010-

The approvals granted by this administrative order shall expire on August 5,2007, unless a final plat
approval is granted or an extension is granted in accordance with the provisions of Section 11.02.06
of the SI. Lucie County Land Development Code.
The Final Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioners, Hutchinson Group, L.L.C., including any successors in interest, shall
obtain all necessary development permits and construction authorizations from the appropriate State
and Federal regulatory authorities including, but not limited to: the United States Army Corps 01
Engineers, the Florida Department of Environmental Protection, and the South Florida Water
Management District, prior to the issuance 01 any local building permits of authorizations to
commence development activities on the property described in Part A.
A copy of this resolution shall be attached to the site plan drawings described in Part A, which plan
shall be placed on file with the SI. Lucie County Growth Management Director

F. The certificate 01 capacity, attached as Exhibit A, shall be valid for the same period as this order. If
this order expires or otherwise terminates, the certificate of capacity shall automatically terminate.
G. A copy of this Order shall be mailed, return receipt requested to the developer and agent of record
as identified on the site plan applications.
H. A copy of this Order shall be attached to the site plan drawings described in Section A, which plan
shall be on file with the SI. Lucie County Growth Management Director.
I. This Order shall be recorded in the Public Records of SI. Lucie County.
ORDER effective the 5th day of August 2005.
