RESOLUTION NO. 07-230
A RESOLUTION ESTABLISHING A FEE
SCHEDULE FOR REVIEW OF DEVELOPMENT
APPLICATIONS WITHIN THE BOUNDARIES
OF THE TOWNS. VILLAGES. AND
COUNTRYSIDE (TVC) ELEMENT OF THE ST.
LUCIE COUNTY COMPREHENSIVE PLAN AND
ESTABLISHING AN EFFECTIVE DATE
WHEREAS. the Board of County Commissioners of St. Lucie County, Florida, has
made the following determinations:
1. On May 16, 2006, the Board adopted Ordinance No. 06-019 which amended
the St. Lucie County Comprehensive Plan to incorporate the Towns, Villages and Countyside
(TVC) Element within the Plan.
2. On May 30, 2006, the Board adopted Ordinance No. 06-017 which amended
the St. Lucie County Land Development Code by establishing regulations to apply to
property generally located within the TVC Element boundaries
3. The County has entered into an inter local agreement with the Treasure
Coast Regional Planning Council to provide staff support for the implementation of the TVC
regulations and review of development proposed with the TVC Element boundaries.
4. It is necessary to establish a fee schedule for applications to develop
property subject to the TVC Element and the TVC regulations.
NOW. THEREFORE. BE IT RESOLVED by the Board of County Commissioners of
St. Lucie County, Florida:
1. The following fee schedule shall apply for review of development applications

within the TVC Element Boundaries:
A. Town: $70,000.00
B. Village: $50,000.00
C. Planned Retail Workplace (PRW): $250.00/acre ($5,000.00 minimum)
D. Planned Countryside Subdivision (PCS): $250.00/acre ($5,000.00
minimum)
E. Planned Unit Development (PUD): $250.00/acre ($5,000.00 minimum)
F. Incremental Development: $250.00/acre ($5,000.00 minimum, not
applicable to Applications for Minor Site Plan.)
G. A fifteen (15%) escalating fee will be applied to each fee for all
projects denied by the Board upon resubmission for further review.
H. In the event additional information is requested for an application,
and it is provided but is incomplete or otherwise insufficient to fully
respond to staff comments, there will be an additional fee of five
percent (5'10) of the original application fee for the review of the
next submission(s) on the project. If the applicant or the applicant's
representatives fail to satisfactorily respond to information requests
three (3) times, the application shall be deemed expired and a new
application with a new application fee shall be required. Applicants
may appeal the staff findings and requirements for additional
information or amendments as provided in the Land Development Code

for appeal of staff decisions.
1. Funding for specialized professionals or consultants needed for
specific project reviews will be the responsibility of each developer.
J. Costs for general implementation of the TVC plan shall be charged to
each applicant at a rate of 15'10 of the original application fee.
2. All fees hereunder shall be paid directly to St. Lucie County.
3. This resolution shall take effect retroactively to August 16, 2006.
