COMMISSIONERS Of ST. LUCIE COUNTY,
FLORIDA, PROVIDING fOR BACKGROUND
INfORMATION CONCERNING THE WIDENING OF
THE SOUTH 251"HSTREET BRIDGE OVER TEN MILE
CREEK IN ST. LUCIE COUNTY; PROVIDING A
S'- ATEMENT Of PROPOSED USE; PROVIDING fOR
A REQUEST TO THE DEPARTMENT Of
ENVIRONMENTAL PROTECTION, DIVISION .of
STATE LANDS fOR A PUBLIC EASEMENT OVER THE
fORTION Of THE PROJECT SITE THAT IS OWNED
-BY THE BOARD OF TRUSTEES Of THE INTERNAL
IMPROVEMENT TRUST fUND: PROVIDING
J(JSJIFICATION FOR THE EASEMENT OVER
STAlE-OWNED LANDS: PROVIDING AN EffECTIVE
DATE.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, met on
November 25, 2003; and
WHEREAS, County staff has briefed the Commission on the current status of the
South 25th Street bridge widening project; and
WHEREAS~ the South 25th Street project is an integral part of St. Lucie County
planning to relieve traffic congestion; and
WHEREAS, alternatives analysis performed for South 25th Street confirm that the
alternative selected for the project design minimizeS all environmental and socioeconomic
impacts to the maximum extent practicable; and
WHEREAS, the alternative selected will impact a small area of approximately 0.34
acres of State-owned land along Ten Mile Creek in St. Lucie County; and
WHEREAS, the South Florida Water Management District has determined that the
projectcompries with alfstate regulations and standards required pursuant to Chapters 403
and 373, Florida Statutes and will issue the required Environmental Resource Permit for the
f)roject, and.
WHEREAS, in the opinion of the County Commission, the transportation benefits of the
South 25th Street project constitute a public purpose that justifies utilization of the 5tate-
owned land for the project.
NOW, THEREFORE, BE IT REsOLVED by the Board of County Commissioners of St.
Lucie.County, Florida:
1. The South 25th Street project is inthe public interest.
2. The alternative selected for the South 25th Street project minimizes
environmental impacts of the project to the maxi~um extent possible.
3. This Board respectfully requests the Department of Environmental Protection,
Division of State Lands, grant a public easement as identified in Attachment A over its
property for the use of said project.
