RESOLUTION NO. 08-315
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA,
ELECTING TWO BOARD MEMBERS TO SERVE ON THE ST.
LUCIE COUNTY VALUE ADJUSTMENT BOARD ("ST. LUCIE
VAB") FOR FISCAL YEAR 2008-2009; APPOINTING BOARD
MEMBERS TO SERVE AS AN ALTERNATE MEMBER OF THE
ST. LUCIE VAB FOR FISCAL YEAR 2008-2009;
APPOINTING A CITIZEN MEMBER TO SERVE ON THE ST.
LUCIE VAB FOR FISCAL YEAR 2008-2009; REQUIRING THE
CITIZEN MEMBER TO FILE A STATEMENT OF FINANCIAL
INTERESTS; PROVIDING FOR OTHER ACTIONS; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, Section 194.015, Florida Statutes, as amended by Chapter No. 2008-197,
Laws of Florida, creates a value adjustment board ("V AB") for each county and establishes
membership requirements for the V AB; and
WHEREAS, counties are required by Section 194.015, Florida Statutes, as amended,
to elect from their membership two members of the VAB; and
WHEREAS, the elected county board members of the VAB may be temporarily
replaced by another member of the board on appointment by its chair; and
WHEREAS, counties are required by Section 194.015, FloridaStatutes, as amended,
to appoint one citizen member to the VAB, which member (i) must own homestead property
within the county, (ii) may not be a member or employee of any taxing authority, and (iii) may
not be a person who represents property owners in any administrative or judicial review of
property taxes; and
WHEREAS, as provided in Section 112.3145(1)(a)2.g., Florida Statutes, the Board may
require the appointed member of a local government board to file a statement of financial
interests; and
WHEREAS, the Board has determined to elect and appoint members to the St. Lucie
county Value Adjustment Board ("St. Lucie VAB"), and to require the citizen member to file
a statement of financial interests.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA:
1. County Board Members of V AB. Commissioner Craft and Commissioner Grande
are hereby elected as the County Board members of the St. Lucie VAB for Fiscal Year 2008-
2009.
2. Alternate County Board Members of VAB. Commissioner Lewis and
Commissioner Coward are hereby appointed as alternate County Board members of the St.
Lucie VAB for Fiscal Year 2008-2009.
3. Citizen Member of V AB. Tague G. Armstrong (a) is hereby found and
determined to be qualified for appointment as the citizen member of the St. Lucie V AB
appointed by the County Board, and (b) is hereby appointed as a citizen member of the St.
Lucie VAB for Fiscal Year 2008-2009.
4. Financial Disclosure. The citizen member of the St. Lucie V AB appointed by the
County Board is hereby required to file a statement of financial interests (Form 1) with the
Supervisor of Elections for St. Lucie County not later than the earlier of (a) the first meeting
of the St. Lucie VAB following the effective date of this Resolution or (b) within thirty (30)
days of appointment.
5. Other Actions. The County Administrator is hereby authorized and directed
to provide a copy of this Resolution to the School Board of St. Lucie County ("School Board"),
one member of which serves as a member of the St. Lucie VAB, and to cooperate with the
School Board in providing such other information as may be required to effectuate the
purposes of this Resolution and the proper establishment of the St. Lucie VAB for Fiscal Year
2008-2009.
6. Effective Date. This resolution shall take effect immediately upon its adoption.
