AN ORDER OF THE GROWTH MANAGEMENT DIRECTOR GRANTING
APPROVAL FOR A MINOR SITE PLAN KNOWN AS AIRPORT TRADE
CENTER CONSISTING OF A 10,500 SQUARE FOOT COMMERCIAL
BUILDING ON 1.845 ACRES IN THE CG, COMMERCIAL GENERAL
ZONING DISTRICT ON CERTAIN PROPERTY SITUATED IN ST. LUCIE
COUNTY, FLORIDA.
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for
minor site plan approval submitted by Tony Peraino and reviewed the comments of the St. Lucie
County Development Review Committee on this application, and made the following
determinations:
1. Airport Trade Center is a proposed 10,500 square foot commercial building on 1.845
acres located at the northeast corner of Center Road and St. Lucie Boulevard
2. On November 6, 2008, the Development Review Committee reviewed the minor site plan
for the proposed project and found it to meet technical requirements of the Land
Development Code and to be consistent with the St. Lucie County Comprehensive Plan.
3. The project is consistent with the general purpose, goals, objectives, and standards of
the St. Lucie County Comprehehsive Plan and the St. Lucie County Land Development
Code.
4. The project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the
public health, safety, and general welfare.
5. AU reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
6. The project will be constructed, arranged, and operated so as not to interfere with the
development and use of neighboring property, in accordance with applicable district
regulations.
7. The project is to be served by adequate public facilities and services.
8. The applicant has applied for and received a certificate of capacity, a copy of which is
attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 (A)of the St. Lucie County Land Development Code,
the Minor Site Plan for the project to be known as Airport Trade Center, is hereby
approved as shown on the site plan (dated November 7,2008 - prepared by Friscia
Engineering), the floor plan and elevations (dated November 9,2008 - prepared by
Friscia Engineering) and the landscape plan (dated November 10, 2008 - prepared
by William A. Flint, III) for the project date stamped received by the St. Lucie County
Growth Management Department on November 14, 2008 is being granted for the
property described below, subject to the following conditions:
1. Prior to approval of a Notice of Vegetation Removal, the applicant shall have
obtained and provided Environmental Resources Department (ERD) with copies of
all required federal and state permits. If federal or state agency compliance
requires modification to the approved development plan, the applicant will
promptly modify the plans and submit to St. Lucie County for review and approval
as required by the Land Development Code. The applicant will not use the
County's development approval to prevent compliance with any federal or state
agency requirements. The applicant shall comply with all state and federal
agency regulations and requirements.
2. Prior to approval of a Notice of Vegetation Removal, the applicant shall finalize an
improvement agreement acceptable to ERD covering the cost of landscaping and
on-site tree mitigation, including on-site tree relocation.
3. Prior to approval of a Notice of Vegetation Removal, the applicant shall provide
$200.00 toward off-site tree mitigation, per Section 6.00.05.D.3.a.4.
4. Pursuant to Section 11.02.08(A)(6) of the St. Lucie County Land Development
Code, no work shall commence on the site until all regulatory permits required
from federal, state, and regional agencies and special districts have been issued.
The Florida Department of Environmental Protection,. National Pollutant Discharge
and Elimination System compliance notice must be submitted to the County
Engineer with the constructible site plan at the time of building permit application
or during permit review or no paving, grading, and drainage permit .and no
building permit shall be issued. All National Pollutant Discharge and Elimination
System Best Management Practices shall be instituted on the ~ite prior to site
clearing and maintained daily. Stormwater ponds shall be rough~d in at the same
time the site is cleared of ground cover.
5. Within thirty (30) days after final site plan approval, a fee-in-Iieu of agreement
shall be entered into, and fees shall be paid to the Engineering Division, Public
Works Department for the costs associated with the construction of the
required perimeter sidewalk improvements adjacent to St. Lucie Boulevard.
6. Within thirty (30) days after final site plan approval, road impact fees shall be paid.
These funds shall be put into the Kings Highway at St. Lucie Boulevard
intersection improvement account.

7. Prior to the issuance of a building permit, the petitioner, their successors or
assigns shall be required to obtain an approval from the St Lucie County Fire
District. This letter shall be submitted with the building permit application.
8. Prior to the issuance of a building permit, the petitioner, their successors or
assigns shall have entered into an enforceable utility service agreement with
the Fort Pierce Utility Authority to ensure the provision of water and sewer
services. This agreement shall be in a form consistent with the Fort Pierce
Utility Authority's regulations regarding utility service extensions and service
provisions.
9. There shall be no wall signs constructed on the east and north building
elevations.
The property on which this Minor Site Plan is being granted is described as follows:

obtain all necessary development permits and construction authorizations from the
appropriate State and Federal regulatory authorities including, but not limited to: the
United States Army Corps of Engineers, the Florida Department of Environmental
Protection, and the South Florida Water Management District, prior to the issuance of
any local building permits of authorizations to commence development activities on the
property described in Part B.
E. A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Growth Management Director
and mailed, return receipt requested to the developer and agent of record as identified
on the site plan application.
F. The Certificate of Capacity, attached as Exhibit A, shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
G. This order shall be recorded in the Public Records of St. Lucie County.
