RESOLUTION NO. 08-381
A RESOLUTION EST ABUSHING AN ANNUAL FEE
SCHEDULE FOR LAWNWOOD SKATE PARK PHOTO
IDENTIFICATION CARDS TO IDENTIFY ALL SKATERS
AND ENSURE THAT SKATER'S ARE ABIDING BY THE
POSTED RULES
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. For the past six months, staff has been working with local enforcement
agencies at the skate park to ensure that skaters are abiding by the posted rules.
2. One of the continuous problems encountered is the inability to identify skaters.
Both staff and law enforcement agencies agree that requiring all skaters to obtain a skate
park photo identification card would be of tremendous benefit.
3. Staff presented the item to the Recreation Advisory Board (RAB) on November
20,2008. Following discussion, the RAB passed a unanimous motion recommending that the
Board of County Commissioners adopt a policy requiring all skaters to have a skate park photo
identification card.
4. The RAB also recommended an annual fee of $5.00 for St. Lucie County
residents and $20.00 for non-residents. As the photo identification card costs
approximately $10.00 to produce, staff is recommending an annual fee of $10.00 for St. Lucie
County residents and $20.00 for non-residents.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
St. Lucie County, Florida, as follows:
1. The Board does hereby establish an annual fee schedule for a Lawnwood Skate
Park Photo Identification Card of $10.00 for St. Lucie County residents and $20.00 for non-
residents.
2. The Board agrees to create a fund from the additional $10.00 received from
non-resident fees for free resident cards for those who cannot afford a card.
3. The Board agrees that the Income Eligibility Guidelines for free ID Cards will
be the same as those guidelines used in determining eligibility for free lunches for students.
A copy of those guidelines from The United States Department of Agriculture are attached
as "Exhibit A".
4. The Board authorizes the County Administrator to adjust the fee annually.
5. The County Administrator is hereby directed to forward a copy of this
resolution to local law enforcement agencies.
After motion and second, the vote on this Resolution was as follows:
Chairman Paula A. Lewis
Vice Chairman Charles Grande
Commissioner Doug Coward
Commissioner Chris Craft
Commissioner Chris Dzadovsky

The Income Eligibility Guidelines
The following are the Income
Eligibility Guidelines to be effective
from July 1, 2008 through June 30, 2009,
The Department's guidelines for free
meals and milk and reduced price meals
were obtained by multiplying the year
2008 Federal income poverty guidelines
by 1.30 and 1.85, respectively, and by
rounding the result upward to the next
whole dollar,
This Notice displays only the annual
Federal poverty guidelines issued by the
Department of Health and Human
Services figures because the monthly
and weekly Federal poverty guidelines
are not used to determine the Income
Eligibility Guidelines, The chart details
the free and reduced price eligibility
criteria for monthly income, income
received twice monthly (24 payments
per year), income received every two
weeks (26 payments per year) and
weekly income.
Income calculations are made based
on the following formulas: Monthly
income is calculated by dividing the
annual income by 12; twice monthly
income is computed by dividing annual
income by 24; income received every
two weeks is calculated by dividing
annual income by 26; and weekly
income is computed by dividing annual
