HomeMy WebLinkAbout09-196 RESOLUTION NO. 09-196 A RESOLUTION AUTHORIZING THE CREATION OF AN AD HOC COMMITTEE FOR THE ST. LUCIE COUNTY GRAND BAHAMA ISLAND TOURISM AND ECONOMIC DEVELOPMENT PARTNERSHIP AND PROVIDING FOR MEMBERSHIP, DUTIES, AND FUNCTIONS OF THE COMMITTEE WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. The Board recognizes the importance of creating a St. Lucie County Grand Bahama Island Tourism and Economic Development Partnership Ad Hoc Committee to be charged with developing and implementing strategies and special events. 2. This Board should create a St. Lucie County Grand Bahama Island Tourism and Economic Development Partnership Ad Hoc Committee for the purpose of advising the Tourism Development Council (TDC) on matters relating to tourism strategies and special events. 3. This Board should further determine the membership of the Committee and define the duties and functions of the Committee. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. This Board does hereby create the St. Lucie County Grand Bahama Island Tourism and Economic Development Partnership Ad Hoc Committee. Such Committee shall have the following duties and functions: a. To develop and implement strategies and special events. b. To provide any other duties or functions as requested by the TDC regarding tourism and Grand Bahama Island. 2. The action, decisions and recommendations of the Committee shall not be final or binding on the Board of County Commissioners, but shall be advisory only. 3. The St. Lucie County Grand Bahama Island Tourism and Economic Development Partnership Ad Hoc Committee shall consist of fifteen (15) members as follows: a. Board of County Commissioner, Chair of Tourism Development b. The City of Fort Pierce shall appoint one (1) member. c. The Hotel Association shall appoint one (1) member. d. The St. Lucie County International Airport shall appoint one (1) member. e. The Economic Development Council (EDC) shall appoint one (1) member. f. The Treasure Coast Sports Commission shall appoint one (1) member. g. The City of Port St. Lucie shall appoint one (1) member. h. The St. Lucie County Chamber of Commerce shall appoint one (1) member. 4. The remaining membership of the Grand Bahama Island Ad Hoc Committee shall be appointed by the Board of County Commissioners based on their expertise in the following areas: a. the real estate industry; b. the fishing and boating industry c. the arts and culture industry d. the entertainment/events industry e. the restaurant industry f. the education and research industry g. the hospital/medicine industry h. the retail industry 1. the marina operation industry 5. Vacancies for all appointments shall be filled upon: a. Death of a member. b. Resignation. c. Removal by appointing authority. d. Three (3) unexcused absences in a six (6) month period. 6. Vacancies shall be filled by the person who nominated the member who created the vacancy. 7. The Committee Chairman shall establish a time and place for holding meetings as shall be necessary, and the Committee shall adopt such rules of organization and procedure as may be required. One-half (Yz) of the Committee Membership plus one (1) shall constitute a quorum for the transaction of official business at Committee meetings. 8. The Committee may establish sub-committees for specific subjects or tasks from among its members. The Committee shall hold its first meeting as soon as possible from the date this resolution is adopted. 9. The Tourism Department shall provide administrative support for the Committee and shall keep a record of its proceedings. 10. If any action, sentence, or clause of this resolution is held to be invalid or unconstitutional by any court of competent jurisdiction, then said holding shall in no way effect the validity of the remaining portions of this resolution.
