The North Fort Pierce area that includes portions the City of Fort Pierce and 19 the unincorporated County has become an unsafe and blighted environment 20 with many deteriorating buildings due to age and inadequate maintenance 21 resulting in a poor reputation forwhat was historically a proud neighborhood. 22 23 2. The North Fort Pierce area has additionally become a haven fordrug dealers 24 and drug houses resulting in a significant increase in crime including a high 2s homicide rate that has included innocent victims residing In the 26 neighborhood. 27 2a 3. The City of Fort Pierce has taken proactive steps based upon a 29 neighborhood charrette that has included demolishing old buildings and 3o crack houses, and putting in $4.5 million in new infrastructure along Avenue 31 D, the major business district for this neighborhood. 32 33 4. Law enforcement agencies including the St. Lucie Sheriff, the City of Fort 34 Pierce Police Department, Drug Enforcement Agency, Federal Prosecutor, 3s State Attorney's Office and others have organized a task force to fight crime 36 and drugs in this neighborhood. 37 3 s 5. The Lincoln Park Business Association has taken a lead role in organizing 39 residents, businesses, churches and community organizations to work 4o collaboratively in identifying issues and needs, holding town hall meetings, 41 and encouraging local government to work in partnership with business in 42 revitalizing this neighborhood through empowerment of its residents. 43 October 9, 2001 Resolution 01-227 Page 1 q~. - ~ NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. a Lucie County, Florida: 3 4 A. Encourages Official Recognition from the Executive Office for Weed and s Seed within the U.S. Department of Justice to designate the. North Fort 6 Pierce area, as identified in attached Exhibit A, as a Weed and Seed site. 7 s B. Encourages the Florida Office of Urban Opportunity and Governor Jeb Bush 9 to designate the North Fort Pierce area, as identified in attached Exhibit A, to as a Front Porch Florida community. ii is C. Fully supports the residents, businesses, churches and community 13 organizations in this neighborhood in working with the City of Fort Pierce and 14 St. Lucie County in revitalizing the North Fort Pierce community and make it i5 once again an exciting and safe place to live, work and play. 16 17 After motion and second, the vote on this resolution was as follows: is 19 Chairman Frannie Hutchinson ao a 1 Vice-Chairman Doug Coward A~ as a 3 Commissioner Paula A.
