4 AN ORDER GRANTING APPROVAL FOR A
5 MINOR SITE PLAN TO BE KNOWN AS
6 PARADISE CAR WASH
8 WHEREAS, the St. Lucie County Community Development Director has reviewed the application for
9 site plan approval submitted by Stephen Cooper, P.E. & Associates, Inc., reviewed the comments of
io the St. Lucie County Development Review Committee on this application, and made the following
ii determinations:

13 1. Paradise Car Wash is a proposed 1,420 square foot car wash facility
14 proposed for 1.42 acres of property located at 10650 South U.S. Highway
15 No. 1 in the CG (Commercial, General) Zoning District and the Community
16 Redevelopment Area of Port St. Lucie.

is 2. The Development Review Committee has reviewed the site plan for the
19 proposed project and found it to meet technical requirements of the Land
a o Development Code and to be consistent with the St. Lucie County
zi Comprehensive Plan.

23 3. The project is consistent with the general purpose, goals, objectives, and
24 standards of the St. Lucie County Comprehensive Plan and the St. Lucie
a5 County Land Development Code.

a ~ 4. The project will not have an undue adverse effect on adjacent property, the
a 8 character of the neighborhood, traffic conditions, parking, utility facilities, or
z 9 other matters affecting the public health, saf~y, and general welfare.

3 i 5. All reasonable steps have been taken to minimize any adverse effect of the
32 proposed project on the immediate vicinity through building design, site
33 design, landscaping, and screening.

35 6. The projectwill be constructed, arranged, and operated so as notto interfere
36 with the development and use of neighboring property, in accordance with
3 ~ applicable district regulations.

39 7. The project is to be served by adequate public facilities and services.

4 i 8. The applicant has applied for and received an updated certificate of capacity,
42 a copy of which is attached to this order as Exhibit A, as required under
43 Chapter V, St. Lucie County Land Development Code.

1 NOW, THEREFORE, BE IT ORDERED:

4 A. Pursuant to Section 11.02.03 (D) of the St. Lucie County Land Development Code, the
5 proposed minor site plan to be known as Paradise Car Wash, is hereby approved as shown
6 on the site plan drawings forthe project prepared by Culpepper & Terpening, Inc., June 27,
~ 2003, and received by the St. Lucie County Community Development Director on July 2,
e 2003, for the property described below, subject to the following conditions:

l0 1. Prior to the issuance of any Certificates of Occupancy, the petitioner shall
11 provide St. Lucie County with architectural drawings demonstrating that
12 the proposed structures have the required Medallions at regular intervals
13 on all elevations or the petitioner, including any successors in interest,
14 shall have to demonstrate that the use of an alternative design element is
15 preferable. Said design shall be required to be approved by the
16 Community Redevelopment Area Director of Port St. Lucie.

4 o C. The approval periods described in Administrative Order CD-03-021 shall remain in full force
41 and effect. The approvals granted by this administrative order shall expire on July 9, 2005,
42 unless an extension is granted in accordance with the provisions of Section 11.02.06 of the
43 St. Lucie County Land Development Code.

46 D. The Final Site Plan approval granted under this resolution is specifically conditioned to the
47 requirement that the petitioner, Paradise Car Wash, including any successors in interest,

1 shall obtain all necessary development permits and construction authorizations from the
2 appropriate State and Federal regulatory authorities including, but not limited to; the United
3 States Army Corps of Engineers, the Florida Department of Environmental Protection, and
4 the South Florida Water Management District, prior to the issuance of any local building
5 permits of authorizations to commence development activities on the property described in
6 Part B.

9 E. A copy of this Order shall be attached to the site plan drawings described in Part A, which
to plan shall be placed on file with the St. Lucie County Community Development Directorand
11 mailed, return receipt requested to the developer and agent of record as identified on the
12 site plan applications.

15 F. The certificate of capacity, attached as Exhibit A, shall be valid for the same period as this
16 order. If this order expires or otherwise terminates, the certificate of capacity shall
17 automatically terminate.

20 G. This order shall be recorded in the Public Records of St. Lucie County.
