4 AN ORDER GRANTING APPROVAL FOR A
s MINOR SITE PLAN KNOWN AS GRACE
6 EMMANUEL CHURCH
8 WHEREAS, the St. Lucie County Community Development Director has reviewed the
9 application for site plan approval submitted by Stewardship Services, reviewed the
to comments of the St. Lucie County Development Review Committee on this application, and
11 made the following determinations:

13 1. Grace Emmanuel Church, is a proposed 12,465 square foot religious facility for
14 property located at 707 Kitterman Road in the RF (Religious Facilities) Zoning
is District.

17 2. The Development Review Committee has reviewed the site plan for the proposed
18 project and found it to meet technical requirements of the Land Development Code
19 and to be consistent with the St. Lucie County Comprehensive Plan.

21 3. The project is consistent with the general purpose, goals, objectives, and standards
22 of the St. Lucie County Comprehensive Plan and the St. Lucie County Land
23 Development Code.

2s 4. The project will not have an undue adverse effect on adjacent property, the
26 character of the neighborhood, traffic conditions, parking, utility facilities, or other
2~ matters affecting the public health, safety, and general welfare.

29 5. .All reasonable steps have been taken to minimize any adverse effect of the
3o proposed project on the immediate vicinity through building design, site design,
3i landscaping, and screening.

33 6. The project will be constructed, arranged, and operated so as not to interfere with
34 the development and use of neighboring property, in accordance with applicable
35 district regulations.

37 7. The project is to be served by adequate public facilities and services.

39 8. The applicant has applied for and received an updated certificate of capacity, a
4 o copy of which is attached to this order as Exhibit A, as required under Chapter V, St.
41 Lucie County Land Development Code.

2 NOW, THEREFORE, BE IT ORDERED:

4 A. Pursuant to Section 11.02.03 (D) of the St. Lucie County Land Development Code,
5 the proposed Minor Site Plan known as Grace Emmanuel Church, is hereby
6 approved as shown on the site plan drawings for the project prepared by
~ Stewardship Services, dated, February 23, 2004, and received by the St. Lucie
s County Community Development Director on February 25, 2004, on the property
9 described as follows:

2 o B. The approvals granted by this administrative order shall expire on March 25, 2006,
21 unless a building permit is issued or an extension is granted in accordance with the
22 provisions of Section 11.02.06 of the St. Lucie County Land Development Code.

25 C. The Final Site Plan approval granted under this Resolution is specifically
26 conditioned to the requirement that the petitioner, Grace Emmanuel Church,
2~ including any successors in interest, shall obtain all necessary development permits
2s and construction authorizations from the appropriate State and Federal regulatory
29 authorities including, but not limited to; the United States Army Corps of Engineers,
3 o the Florida Department of Environmental Protection, and the South Florida Water
31 Management District, prior to the issuance of any local building permits of
32 authorizations to commence development activities on the property described in
33 Part A.

36 D. A copy of this Order shall be attached to the site plan drawings described in Part A,
37 which plan shall be placed on file with the St. Lucie County Community
3s Development Director and mailed, return receipt requested to the developer and
39 agent of record as identified on the site plan applications.

42 E. The Certificate of Capacity, attached as Exhibit A, shall be valid for the same period
43 as this order. If this order expires or otherwise terminates, the Certificate of

1 Capacity shall automatically terminate.

4 F. This order shall be recorded in the Public Records of St. Lucie County.
