the r-.1anager, it any. In case the Cowldl shall pr'ovide for a
City Chief of Polke, such pcr60n shall attend to th~ proper nnd
(:ffl.:c~ive enforcement of the Inw6 and ordinanceo of the City un-
del' thl~ overall super-vlS10n ot the C-Ol.mcil, He shall 8erY~ at
the pleasul'e of the Council.
