AN ORDER GRANTING MINOR
SITE PLAN APPROVAL FOR THE
PROJECT TO BE KNOWN AS
OCEAN DUNES ESTATES
SUBDIVISION.
WHEREAS, the St. Lucie County Community Development Director has reviewed the
application for site plan approval submitted by David Knight- Knight, McGuire & Associates,
Inc., reviewed the comments of the St. Lucie County Development Review Committee on
this application, and made the following determinations:

Mr. Alan Esquenza and Alan Cohen presented a petition for a Minor Site
Plan approval to allow a five (5) lot subdivision, to be known as Ocean
Dunes Estates Subdivision, in the HIRD (Hutchinson Island Residential
District) Zoning District for the property described in Part B and generally
located approximately 1/4 mile south of the Breakers on North Hutchinson
Island.
The Development Review Committee has reviewed the site plan for the
proposed project and found it to meet technical requirements of the Land
Development Code and to be consistent with the St. Lucie County
Comprehensive Plan.
The proposed project is consistent with the general purpose, goals,
objectives, and standards of the St. Lucie County Comprehensive Plan and
the St. Lucie County Land Development Code.
An Environmental Impact Report has been submitted and determined to
meet applicable review requirements.
The proposed project will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility
facilities, or other matters affecting the public health, safety, and general
welfare.
All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site
design, landscaping, and screening.
The proposed project will be constructed, arranged, and operated so as not
to interfere with the development and use of neighboring property, in
accordance with applicable district regulations.

The proposed project is to be served by adequate public facilities and
services.
The applicant has applied for and received a certificate of capacity, a copy of
which is attached to this order as Exhibit "A", as required under Chapter V,
St. Lucie County Land Development Code.
THEREFORE, BE IT ORDERED:
Pursuant to Section 11.02.03 of the St. Lucie County Land Development
Code, the Minor Site Plan for the project to be known as Ocean Dunes
Estate Subdivision is hereby, approved as shown on the site plan drawings
for the project prepared by Knight and McGuire & Associates, Inc., on
February 28, 2002 and last revised on February 10, 2003, and date stamped
received by the St. Lucie County Community Development Director on
February 11,2003, as depicted in Exhibit "B".
The property on which this site plan approval is being granted is described
as follows:
The South 150 feet of Government Lot 1 and the North 50 feet of Government
Lot 2 and the South 200 feet of the North 250 feet of Government Lot 2 all lying
east of State Road AIA and lying in Section 14, Township 34 South, Range 40
East, St. Lucie County, Florida.
Also described as (by Title Commitment)
The South 150 feet of the North ~,~ and the north 50 feet of the south ¥~ of
Section 14, Township 34 South, Range 40 East, lying east of State Road AIA.
And
The South 200 feet of the North 250 feet of the South 1/2 of Section 14,
Township 34 South, Range 40 East, lying east of State Road AIA.
All of the above lying and being in St. Lucie County, Florida.
(TAX ID#'s: 1414-230-0009-000/4 and 1414-310-0001-000/3)
(Location: approximately % mile south of the Breakers on North
Hutchinson Island)
This approvals and authorizations granted by this CD-Order are for the
purpose of obtaining future site plan/building permit approvals and shall
expire on March 3, 2005, unless the developer has obtained final plat
approval for this subdivision and the final record plat for this subdivision has
been recorded in the land records of St. Lucie County, or an extension has
been granted in accordance with Section Section 11.02.06, St. Lucie County
Land Development Code.

The Final Site Plan approval granted under this Order is specifically
conditioned 4o the requirement that the petitioner, Mr. Alan Esquenaz and Mr.
Alan Cohen including any successors in interest, shall obtain all necessary
development permits and construction authorizations from the appropriate
State and Federal regulatory authorities, including but not limited to; the
Florida Department of Environmental Protection, and the South Florida
Water Management District, prior to the issuance of any local building
permits of authorizations to commence development activities on the
property described in Part B.

The Certificate of Capacity, attached as Exhibit A, shall be valid for the same
period as this order. If this order expires or otherwise terminates, the
Certificate of Capacity shall automatically terminate.
A copy of this Order shall be mailed, return receipt requested to the
developer and agent of record as identified on the site plan applications.
A copy of this Order shall be attached to the site plan drawings described in
Section A, which plan shall be on file with the St. Lucie County Community
Development Director.
H. This Order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 3rd day of March 2003.
