7. That petitioner has covenanted in the r~solution authorizing
the bonds for each of said respeative Countiea, pursuant to the provisions
of Section 18 of Article XII of the Constitution of Florida that the num-
ber of inatruction units in each of sai~ respective Counties in each year,
as long as the bonds herein validated shall be outstanding and unpaid, wilt
be not less than the greater of (1) the number of instruction units in
each of said Countiea for the achdol fiscal year 1951-52, or (2) the num-
ber of~instruction units in each oP said CounLies for the achool fiscal
year in which any bonds oi• motor vehicle tax anticipation certificates are
issued on behalf of each of said Counties pursuant to said School Capital
Oatlay Amendment, or (3) the nwnber of instruction unita in each of said
Counties which will produce sufficient revenues in each qear under said
School Capital Outlay Amendment to equal one and one-third (1 1/3) times
the aggregate amaunt of principal of and interest on all bonda or motor
vehicle tax anticipatic.. certificates iasued on behalf of each of said
Counties pursuant to said School Capital Outlay Amendment which will

i mature and become due in such year; that said covenant in said resolutions

is in all respects legal and valid.
8. That petitioner has provided Por a foMr? of validation certifi-
ca,te to be stamped or written on said State School Bonds, substantially in
the form set out in Section 75.11, Florida Statutes; that Section 75.11,
Florida Statutes applies to agencies of the Stat~ of Florida and such form
of validation certiPicate may legally and validly be affixed to said State
School Bonds.
9. That all of the proceeds derived from the sale oP said State
School Bonds to be lsaued for each of the Counties of Indian River, Citrus,

Collier; Lake, Sarasota, Alachua, Bay, Okaloosa, Manatee, Brevard, Leon,
St. Lucie, Palm Beach, Duval, Pinellas, Broward and Hillsborough, Florida,
are to be expended 1n each of said counties, respectively.
