A RESOLUTION GRANTING APPROVAL TO A MAJOR
APPROVED SITE PLAN PROJECT KNOWN AS
OCEANIC TRANSPORTATION
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
Frank Vega, presented a petition for a Major Site Plan, to be known as Oceanic
Transportation, that provides for a 162,841 square foot truck storage and distribution center
(460 square feet office/trailer and 162,381 square feet of paved parking) to be located on a
parcel of land located on the east side of Boyd Road approximately 800 feet north of the
intersection of Orange Avenue and Boyd Road, in the IL (Industrial Light) Zoning District for
the property described in Section B.
The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet all technical requirements and to be consistent with the future land use
maps of the St. Lucie County Comprehensive Plan, subject to the conditions set forth in Part
A of this Resolution.
The proposed project is consistent with the general purpose, goals, objectives and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the proposed project
on the immediate vicinity through building design, site design, landscaping and screening.
The proposed project will be constructed, arranged and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
The proposed project will be served water by onsite well and septic until such time central
utility services are made available to the site.
A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the
Community Development Director on February 3, 2004.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the Major
Site Plan to be known as Oceanic Transportation, is hereby approved as depicted on the
site plan drawings for the project prepared by Culpepper & Terpening, dated 12/24/02, and
last revised on 11/22/03 and date stamped received by the St. Lucie County Community
Development Director on 12/23/03, for the property described in Section B, subject to the
following conditions.
1.)
Upon the availability of central sewer services to be provided by St. Lucie County or
any other lawfully recognized utility provider, connection to that system shall be
required and use of the existing on-site septic tanks shall be discontinued.
2.)
The applicant shall be required to provide a landscape buffer along all four sides of
the storage compound, consistent with minimum county landscape codes. Any
existing native vegetation may be utilized for this landscape buffer and supplemented
with additional vegetative materials as needed to meet minimum code requirements.
The property on which this Major Site Plan approval is being granted is described as follows:

This Major Site Plan shall expire on February 3, 2006, unless a building permit is issued or

requirements.
The Major Site Plan granted under this Resolution is specifically conditioned to the
requirement that the petitioner, Frank Vega, including any successors in interest, shall
obtain all necessary development permits and construction authorizations from the
appropriate State and Federal regulatory authorities, including but not limited to: the United
States Army Corps of Engineers, the Florida Department of Environmental Protection, and
the South Florida Water Management District, prior to the issuance of any local building
permits of authorizations to commence development activities on the property described in
Part B.

A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the
Community Development Director on February 3, 2004, which certificate shall remain valid
for the period of Site Plan approval. Should the Site Plan approval granted by this resolution
expire or an extension be sought pursuant to Section 11.07.05(F) of the St. Lucie County
Land Development Code, a new certificate of capacity shall be required.
A copy of this resolution shall be attached to the site plan drawings described in Section A,
which plan shall be placed on file with the St. Lucie County Community Development
Director.
