LUCIE COUNTY'S FISCAL YEAR 2004 FLORIDA SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT HOUSING REHABILITATION AND ECONOMIC DEVELOPMENT APPLICATION WITH THE DEPARTMENT OF COMMUNITY AFFAIRS AND DESIGNATION OF SIGNATURE AUTHORITY. WHEREAS, the 1983 Florida Legislature enacted the Florida Small Cities Community Development Block Grant Program Act, Chapter 290, Florida Statutes, to accept and administer the Community Development Block Grant Program created by Title I of the Housing and Community Development Act of 1974, as amended. WHEREAS, the purpose of Chapter 290, Florida Statutes, is to assist local governments in carrying out effective community development activities to arrest and reverse community decline and restore community vitality; WHEREAS, Chapter 290, Florida Statutes, designates the Florida Department of Community Affairs as the administering agency for the Florida Small Cities Community Development Block Grant Program; WHEREAS, it is the intent of the County to apply for Federal Fiscal Year 2004 Florida Small Cities Community Development Block Grant funding; and WHEREAS, the County's Fiscal Year 2004 Florida Small Cities Community Development Block Grant Application reflects the housing rehabilitation needs of the County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, St. Lucie County, Florida, as follows: 1. The Board hereby authorizes the Chairman and/or Vice Chairman to execute and submit to the Florida Department of Community Affairs the County's proposal in the Housing Rehabilitation category for Federal Fiscal Year 2004 Florida Small Cities Community Development Block Grant Application, incorporated herein by reference. 2. The County Administrator or his designee is authorized to act in connection with the Application and to provide such additional information as may be required by the Florida Department of Community Affairs; and 3. This Resolution shall become effective immediately upon adoption. After motion and second the vote on this resolution was as follows: Chairman Paula A. Lewis Vice Chairman John D.
