04-020
A RESOLUTION AUTHORIZING THE RECREATION
OF THE EN¥IRONMENTIAL Ab¥::]:5OI:;IY ¢OMM:I:TTEE
AND PROVIDING FOR DUTIES AND FUNCI'ION$ OF
THE COMMITTEE
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has
mode the following determinations:
1. This Board recognizes the importance of maintaining and protecting the
natural environment for the health, safety and public welfare and economic life
of the citizens and visitors of St. Lucie County.
2. This Board desires to reauthorize the establishment of the Environmental
Advisory Committee for the purpose of advising the Board of County
Commissioners on matters relating to the natural environment and to review and
provide recommendations to the Board on environmental issues.
3. This Board desires further to define the duties and functions of the
Committee.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
St. Lucie County, Florida:
PART A:
This Board does hereby recreate the Environmental Advisory Committee.
Such Committee shall have the following duties and functions:
To advise and make recommendations to the Board of County
Commissioners on matters relating to implementation of the
Objectives and Policies of the County's Comprehensive Plan through
either the development of free standing environmental and
resource protection/ enhancement regulations or specific Land
Development Code Amendments that implement these programs.

To provide any other duties or functions os requested by the Board
of County Commissioners on environmental issues.
The Board of County Commissioners specifically finds that the
duties and responsibilities of this Committee do not include the
routine review of applications for site plan or building permit review
unless specifically directed by the Board.
The actions, decisions and recommendations of the Committee shall not be
final or binding on the Board of County Commissioners, but shall be
advisory only.
The Environmental Advisory Committee shall consist of seven (7) members
who shall be appointed as follows:
Each Board member shall appoint one (1) member to serve on the
Committee, and such members' terms shall run concurrent with the
term of the appointing Commissioner. The Board shall solicit
recommendations from o cross-section of community organizations
for the Board appointments. The Board shall make all efforts to
ensure that the membership composition of the Board is
representative of all interested or effect groups in regard to
environmental regulation matters.
The remaining two (2) members shall be selected for appointment
to the committee by each of the following organizations for two (2)
year terms:
1.) St. Lucie County Conservation Organization
St. Lucie County chapter of the Florida Native Plant Society
c. All members shall serve without compensation.
During the first meeting of each calendar year, the members shall
select a Chairman from among the membership to serve for a one
(1) year term.

Death of a member.
Resignation.
Removal by appointing authority.
Three (3) unexcused absences in a six (6) month period.
Vacancies shall be filled by the person or organization that nominated the
member who created the vacancy, subject to the appointment approval of
the Board of County Commissioners for the unexpired term only.
The Committee Chairman shall establish a time and place for holding
meetings as shall be necessary and the Committee shall adopt such rules of
organization and procedure as may be required.
The Committee may establish sub-committees for specific subjects or
tasks from among its members. The Committee shall hold its first meeting
as soon as possible from the date this resolution is adopted.
The Public Works bepartment/ Environmental Resource bivision shall
provide administrative support for the Committee and shall keep a record
of its proceedings.
If any action, sentence, or clause of this resolution is held to be invalid or
unconstitutional by any court of competent jurisdiction, then said holding
shall in no way effect the validity of the remaining portions of this
resolution.
PART B:
Through the approval of this resolution, Resolutions 92-34, 92-266 and 99-19 are
herby repealed.
