mendation of tre Chief of Engineers, and under the provisions of Section 10
of the Act of Congress approved March 3, 1899 (33 ll.S.C. 403), entitled
"An act making appropriations for the construction, repair, and preservation
of certain public wor~CS on rivers and harbors, and for other purposes," you
are hereby authurized by'the Secretary of the Army
[o dredge a marginal channel, an access channel, and to fill, dredged
material to be deposited in the designated spoil areas and retained,
~1 in the Intracoastal Waterway, Jacksonville ta Miami, Indian River, easterly
shore,
