FWPCA concurrence in the implementation of pro~ects or permits is contingent j upon full crnapliance With existing local, State and Federal laws and regu- ; lations: When violations occui ~n any phase of a program, such concurrence ~ is sutomatically terminated and responsible corrective action by the aponsor is in order: Waste Dispoeal All Waste discha=ges that are generated in connection with the construction and l--' operation of proje~ts should be provided with adequaie tre.atment in accordance with Executive OYder 11288 The qua~ity oY`the effluent fsom all outfalls const~t~[~d or operated by contract ~r permit should provide compliance with State Water Quality Standards. laws and regulations. ~ ~ Fiers and Marinas Fiers and Mar~nas should be provided vith facilities for the zemoval of vaete materials from vegsels and conveyan:e to sewerage systema vhich p=cvide ade- quate treatment In the event such facilities are not practicable, regula- tions should be ~nstituted Which will prohibit the discharge of it?adequately treated waste materiale Preventive measures fo= the.cnntrol of apills of fuel, lubricanta. and other hazardous oiaterials should be provided. ~s Dredgiag and Disposal Operat~ons Dredging and diaposal operationa should be cat.ried out in such a cnanner as to minimize the degradation of watet quality aad damage to aquatic biota and particularly, botrom fauna Attention should be given to the dredging and disposal of materials containing sanitary aad/or indu8irial sludge or toxic substaaces, The disturbance of anaerobic and/or toxLc depoaiis often encountered in the~vicin~ty of waste outfalls can-aerioual~ affect water quality. In order to accomplish these abjectives, the following phases are conaide=ed particularly pertinent: 1. Consideration in the design. maintenance, and operaiiop of dredging equipment ahould ~e~directed'LO minimizing pollu- tional effecte~ . BooK 187 PacE 13
