«iEREAS, the State of Florida, by virtue of its sovereignty, i

; is the owner of the beds of all ~avigable waters, salt and fresh, ~

; lying withi~ its territory, with certain minor exceptions, and is ~

; aleo the owner of certain other lands deri~red ~rom various `
sources; and ~ ;

WHEREAS, title to these sovereignty and certain other lands ;

has been vested by the Florida Legislature in the State of Florida~
~~3oard of Trustees of the Internal Improvement Trust Fund, to be i

~ held, profiected and managed for the long-range benefit of the ~

. people of Florida; and ~

WHE£F~1S, the State of Florida Poard of Tzusteea of the ;
Internal ~mgrov~ment Trust Fund, a~ a part of xts overall „ ;

management program for Florida's state-owned lands, does desire ~

to insure the perpetual protection, preservation and public ~

enjoymen~ of certain specific areas of exceptional quality and j

. value by setting aside forever these certain a~eas as aquatic {

~ presezves or sanctuaries; and

«iEREAS, the ad hoc Florida Inter-Agency Advisory Committee ~
~ on Suhmerged T,and t•ianagement has selected through careful study r

and deliberation a number of specific areas of state-owned land

having exceptional biological, aesthetic and scienti~ic value, ;
i
;
and has recommended to the State of Florid~ Board of Trustees ;
~ - ;
r~ ~ x of the Internal Improvemen~ Trust Fund that these selected areas ;

be officiaZly recognized and established as the initial elements '
