Directors and members not present in person or by proxy at the meeting considerirg the amendment may express their approval in writing, provided such approval is delivzred to the Secretary -at or pi~ior to th~ meeting. Except as elsewhere pravided, such approvals must be either by (a) not less than ?5°io of the entire membership of the Board of Directors and by not less than ?5°'0 of the votes of the entire membership of the Association; or ~ (b) not less than 80~0 of the votes of the entire menibership of the Association; or (c) until the first election of Directors, only by all of the Directors, provided the amendment does not increase the number of apartments nor alter the boundaries _of ~he con~mon elements. 14.3. Proviso: Provided, however, that no amendment shall discriminate against any apartment o~vner nor against any apartment or class or group of apartments, unl~ss th~ apartment owner so affected shall con- sent; and no amendment shall change any apartment nor the share in the common elements appurtenant to it, nor increase the owner's share of the common ex- penses, unless the record owner of the apartment concerned and all record o~vn- ~ ' ers of mortgages upon such apartment shall join in the execution of the amend- ment. Neither shall an amendment make anS~ change in the section entitled "In- surance" nor in the section entitled "Reconstruction or Regair After Casualty" unless the record owners of all mortgages upon the condorr,inium shall join in the execution of the amendment. 14.4. Execution And Recording: A copy of each amendment ~ sha'_1 be attached to a certificate certifying that the amendment was duly adopted, which certificate shall be executed by the officers of the Association with the for- malities of a deed. The amendment shall be effective when such certificate and copy of the amendment are recorded in the public records of St. Lucie County, ~ Florida. _ ~ G XV. TERnIINATION: I This condominium may be voluntarily terminated in the ~ manner provided in the Condominium Act, at any time. 9 15. 1. Amendment: This section concerning termination - cannot be amended ~vithout cansent of all apartinent o~vner~ and of all record o~~~ners of mortgages upon the apartments. ~ XVI.
