Any such initial or future lower or increased rates, rat~e
schedules, and rules and requlations established, amended, or
revised and enforced by Service Company from time to time in the
future, shall be bindinq upon Developers upon any person or other _
entity holdinq by, throuqh or under Developer; and upon any user
or consumer of.the water service provided to the property by ~
SQrvice Company.
20. Developer, or any owner of any parcel of the property,
or any occupant of any residence, building, or unit located thereon, .
shall not have the~right to and shall not connect any consumer
installation to the water facilities of Service Company until: '
(a) Consumer Connections to the mains of the Service
Company have been inspected and approved by the engineer for the
Service Company before backfilling and coverinq up the connectinq
pipes. ~
(b) The building or plumbing contractor engaged by.
the Developer to install the Consumer Connections has given Service
Company twenty four (24) hours written notice when the water cor~necting .
lines have been installed and Service Company has inspected such
lines. ~
. (c) Formal written application has been-made to the .
Service Company by the prospective consumer in accordance with the
then effective rules and r-egulations of the Service Company and '
approval for such connection has been granted.
' • If the Developer does not comply with the foreg~ing provisions,
Service Company may refuse service to a connection until Developer
; complies with these provisions. ~ .

~ No connection shall ever be made to the Service Company's
tnains nor shal~. any meters be connec~ed nor shall the Service
~ Company ever be revi~ired to provide its services to any unit ~hich
~ is connected to the mains of the Service Company in•violation of
~ the provisions of this Article-or in violation of any other Article -
or provision contained in this Agreement.
Th~ cost of constructing all Consumer Connections, and the ~
cost and expenses of operating, repairing and maintaining any ~
Consumer Connection shall be that of Developer or others than the ~
Service Company. ~
21. In the event Service Company has reason to suspect that
any portion of the water distribution facilities owned and r.iaintained
~ by the Developer and connected to the facilities of Service Company,
~
~ wnether metered or located on Service Company's side of a meter, are
~ in such condition as to result in substantial leakage or exfiltration,
~ Developer agrees tra t the cost of an inspection of all or any part
of the lines desigr.ated by Service Conpany will be borne by Developer.
~ In addition, the cost of repairing any defects located by such
~ inspection will be borne by Developer. _
