If the assess~ent is not paid vithin thirty (30) daya after the delinquency date, the assessaeat shall bear interest fsoa the date of delinqusncy at the rate of sevea percent (7x) per snaua, and the Association aay bring aa action at la~+ against the Ovaer personally obligated to pay the sane or to foreclose the lien - against the property, and there shall be added to the amount of such asseasment the costs of preparing and filing the caQplaint in such action, and in the event s jndg~ent is obtained, such jndg~ent shall include interest on the assessment as abwe prvvided and a reasonable attoraey's fee to be fi~ced by the court together vith tl~e costs of the action. ' Section 10. Subordination of the Lien to Mortgages. 1t~e lien of the assessaents provided for hereia shall be subordinate to the lien of any mortgage or ~ortgages nav or heresfter placed upon the properties subject to assessment; provided, hovever, that such subordination shall apply only to the assessments vhicL Lave becase due and payable prior to a sale or transfer af such property pursuaat to a decree of foreclosure. Such sale or transfer shall not relieve such property froa liability for any assessments thereafter becoming due, nor from the lien of any such subsequent assess~ent. s Section 11.
