WHEREAS, the State of Flori~a, by virtue of its sovereignty,

';is the owner of the beds of all navigable waters, salt and fresh, ~

' lying within its territory, ~aith certain minor ~xceptions, and is ~
`~also the owner of certain other lands derived from various ~

WHEREAS, title to these sovereignty and certain other lands ~

'.has been vested by the Florida Legislature in the State of Florida~

'~Board of Trustees of the Internal Ir.~provement Trust Fund, to be ~

'held, protected and managed for the long-range benefit of the !

people of Florida; and ~

WHEREAS, the State of Florida Board of Trustees of the

~Internal Improvement Trust Fund, as a part of its overall '

management program for Florida's state-owned lands, does desire ~

'to insure the perpetual protection, presezvation anc? public 'i.

~ enjoyment of certain specific areas of er.ceptional quality and

; ~~va2ue by setting aside ~orever these certain areas as aquatic '
~
; ;
~ preserves or sanctuaries; and ~

~
~ ti~-IE~S, the a~ hoc Flor~.~a Inter-Agency Advisory Committee t

~ •on Sub:~erged Land ~:anagenent has selected through careful study ;

and deliberation a nur,lber of specific areas of state-ot,med land ;
~
~ having exceptional b:~oZogical, aesthetic and scientific value, ~
~ ~
~ and has recomrnende~ to the State of Florida Board of Trustees ;
~
~ ~
~ of the Internal Improvement Trust Fund that these select~ed areas
~

be officially recognized and established as the initial elements ~
~ of a statewide system of aquatic preserves for Florida: ;
