WHEREAS, under FlorS.da Statutes 335.02, the
Secretary of Transportation has authority_to locate and
designate certain roads as state roads in the State High-
way System and construct and maintain the same with funds
which are now or which may hereafter become available from
the state or from the state and federal government; and
WHERF~IS, under Florida Statutes 338.01, the
highti~ay authorities of the state, counties, cities, to~~ns,
and villages acting alone or in cooperation ~~ith each other
or ~,~ith any f ederal , state , or local agency of any other
state having authority to participate in the construction
and maintenance of high~?~ays, are authorized to olan, desig-
i ~ate, establish, requlate, vacate, alter, improve, maintain,~
~I and provide limited access facilities_for public use when-

ever such authority or authorities are of the opinion that
~
~ traffic canditions, present or future, ~~ill ~ustifv such
special facilities; and
WHEREAS, on October 2~, 1970 a public
hearing was held pursuant to Florida Statutes 335.02, such
public hearing being held after reasonable notice published
in the newspaper of st. Lucie Countv and at
~ such ublic hearin an o ortunit was iven to an in-

~ terested party to be heard either in person or by counsel

= and to introduce testimony in their behalf; and
