1. Tne plaintiff i5 a separate unit of thc City
government of the City of Fort Pierce, rlorida, duly organized
and existing under and by virtue of the Laws of the State of
Florida, particularly Chapter 57-1331, Laws of Florida, Special
Acts of 1957, as amended and supplemented, Ordinance No.
F--399, heretofore enacted by the City of Fort Pierce and
approved at a referendum held for such purpose, and other
applicab le provisions of law.
2. Authority is conferred upon the plaintiff, un~er
and by virtue of the Laws of said State, particularly such
Chapter 57-1331, as amended and supplemented, and such Ordi-
nance No. F-399, to issue revenue obligations to finance the
cost o£ refunding certain outstanding revenue obligations of the
City of Fort Pierce and of the acquisition and construction of
extensions, additions and improvements to the combined electric,
; water, sewer and natural gas s~?stem of the plaintiff (herein-

i after called "system") in accordance with the reports of the
~ consulting engineers now on file or to be on file vrith the

~ plaintiff (hereinafter called "project").
~ 3. Pursuant to the Laws of the State of Florida, par-

~ ticularly such Chapter 57-1331, as amended and supplemented,
~
~ and Ordinance No. F-399, the plaintiff for and on behalf of the
~ City of Fort Pierce, i~lor~da did on the 6th day of November,
~
~ 1973, duly adopt and pass Resolution No. UA-73-27 (hereinafter
~ called "Resolution"), praviding for the corc~ining of the exist-
~
~ ing electric, water, se~~er and natural gas distribution system
of the City into one combined an3 consolidated system and for
;~-3 ~he issuance of the above 3escribed obligations of the plain-
~Y~
_ ~tiff for the purpose of financing the cost of refunding certain
3^ outstanding revenue obligations o~ the City and of the project.
