Control of the State of Florida, the State agency of the
State of Florida exercising regulatory jurisdiction on
_ behalf of the State over pollution matters, certifying
that the Project, as designed, is in furtherance of the
purpose of abating or controlling atmospheric pollutants
or contaminan_ts or water pollution, as the case may be,
and
(v) a certificate of the chief engineering officer
of the Company and independent engineerinn consultants
stating that the First Phase Project is designed te meet
or exceed applicable Federal, State and local requirements
for the control of atmospheric ~ollutants or contaminants
and water pollution, as the case may be, in effect at the
time such revenue bonds, the proceeds of which are to be
used to provide the First Phase Project, are issue~.
True and correct copies of said stateMents, opinion and
certificate are attached to the Complaint, marked "Fxhihit A, B,

M C, D, and E," re~'pectively, and were Made a part of the Complaint

; as fully and completely as if set out in full therein.
