Article 202. This Council shall have power: ;
(a~ To adopt rules of procedure for the regulation of its ~
internal affairs and the conciuct of its business, and to appoint
from among its members a chairman to serve annually, provided {
. ~ . ~
that such a chairman may be subject to re-election. ~

~ (b) ~'o designate a mezting place or places within the
County. .
(c) To hold public hearings and sponsor public forums in
any part of the regional area upon authorization by one or more
of the Governmental Bodies involved. - -
(d) To act in an advisory capacity to the Governmental
Bodies, upon their request, in regional, metropolitan, county
and municipal planning matters involving land use, water re-
sources, highways, recreational areas, public schools, sewage
~ and garbage disposal, public libraries, urban redevelopment and

other matters concerning the acquisition, planning, construction, ~
` development, financing, control, use, improvement and disposition ~

~ (e) To cooperate, in the exercise of its planning func- ;

~ Section 300 - Representation and Appointments ~

Article 301. The Council shall consist of five (5) members and

~ . five (5) alternate members as follows:
n' ~ (A) One member and one alternate member shall be appointed -
from the City Commission of Fort Pierce, the City Council of~
_ the City of Port St. Lucie, the Board ~f Aldermen or Mayor o~
the Town of St. Lucie Village, and the Board of County Commis-
sioners of St. Lucie County, Florida. _
- (B) One member shall be a member-at-large, who shall have •
