Article 302.
~ (A) Council appointments named in Articl~ 301(A) shall be
by resolution of the respective govern~ental bodies and shall
serve at the pleasure of the appointing authority.
(B) The member-at-large and alternate shall be elected as
prescribed by guidelines of the Department of Nousing and Urban
Development. ~
Article 303. ~~~Then a vacancy occurs within the Council~member-
ship, the respective appointing body shall immediately appoint a
successor.
Article 304. An alternate member shall have the powers of a
regular member in the absence of such regular member.
Section 400 - Schedule of Meeting Dates
Article 401. The Council shall convene in regular session on ~
the fourth Friday of each month at 10:00 A.M.; however, such monthly
meeting may be postponed upon twenty-four (24) hours' notice to each
member by the Chairman.
Article 402.- Special meetings may be called by the Chairman or
by a majority of the Council upon twenty-four (24) hours' notice.

to a previously prepared agenda fully identifying the time, place,
